i
■
■
identical or not. Cost for sampling, analysis, and potential abatement of the 72,000 square
feet of panels is not included in the cost estimate.
• Mr. Monk indicated the asbestos-containing spray-on material on the ceiling in the courtyard
of the plaza was abated. No documentation was made available to confirm that the present ■
spray-on material is asbestos free, however, Mr. Monk indicated it may have been sampled
during its application. This material should be sampled and analyzed to determine if ■
asbestos is present or not, or documentation of samples taken during its application should
be reviewed. The estimated quantity of this material is 28,000 square feet. Cost for
sampling, analysis, and potential abatement of this material is not included in the cost
estimate.
• The Report lists 2,555 lineal feet of 2" —6" pipe insulation and 202 insulated pipe fittings in ■
an area noted as Space 3b. No information as to the location of Space 3b was available for ■
our review. Mr. Monk indicated he knows of no area that contains this amount of material.
Cost for abatement of this quantity of material is not included in the cost estimate.
• Information supplied to Wenck does not indicate the location of the bowling alley, however,
we understand that it is beneath the main area of the mall. Cost for abatement of ACM .
listed in the Report is included in the cost estimate.
• The Report lists asbestos-containing floor tile and mastic in Kinney's. Quantity is listed as
unknown. Information supplied to Wenck does not indicate the location of Kinney's. Cost
for abatement of the floor tile and mastic is not included in the cost estimate.
• The Report indicates suspect asbestos-containing floor tile is assumed to be present under .
carpet in most of the areas observed. Observation by Braun indicated some areas had
multiple layers of asbestos containing floor tile. Wenck assumes the mastic also contains
asbestos. No quantity of this material was included in the Report. Cost for sampling,
analysis, and abatement is not included in the cost estimate.
• The Report scope of work did not include the sampling of roof material. Roof material is
required to be presumed to be asbestos containing unless proven to be non-asbestos-
containing via sample and analysis.
• Areas not surveyed due to inaccessibility during the Braun investigation were:J.C. Penney's
basement blower room adjacent to air handler room, some areas above plastered ceilings
visually limited due to structural blockages, wall cavities, under carpeting, and roof materials. ■
Cost for sampling, analysis, and abatement is not included in the cost estimate.
Revealed Findings
Non-friable asbestos-containing materials in good condition, such as floor tile and roof materials,
are not required to be abated prior to demolition. However, if left in place, the demolition methods
employed can cause the material to become friable or cause visible emissions (i.e., dust). The cost ■
for disposal of asbestos-containing demolition debris material is considerably higher than debris
without asbestos-containing material; frequently as much as two to three times higher. Nevertheless, .
the economics must be carefully evaluated to select the low-cost option. We have provided two sets
of cost figures — the first relative to abatement of both friable and non-friable asbestos, the second
20 ■
