City Council Regular Meeting Minutes
June 26, 2001
Page 8
people listening. Mr. Hubmer explained that a Wellhead is the area from which the well will
actually-draw the water out of the ground. Thus, it is the area that they need to protect, in order
to keep pollutants from infiltrating the soil and get transmitted down into the drinking supply.
Mayor Cavanaugh stated that they were looking at things yet to arrive.
Mr. Hubmer added that the Department of Health has been very helpful and willing to help them
through every step of the process that they possibly can.
Motion by Councilmember Sparks to adopt Resolution 01-067, re: Wellhead plan proposal from
WSB & Associates.
Motion carried unanimously.
D. Updates on other engineering matters will be presented by Todd Hubmer, WSB &
Associates, Inc. (Todd Hubmer, WSB & Associates, Inc. will be present).
Mayor Cavanaugh stated that they all have read the update, and asked for any additional
questions. Councilmember Thuesen asked when the barriers will be removed along 29th. Mr.
Hubmer responded that they would be removed when they believe that it is safe for the
construction crews to resume the regular traffic on that roadway. He continued that they have
some retaining wall people that are still out there doing installation, and when they are out
running their equipment around, there is a safety hazard when a lot of cars are using the road. He
stated that they should be down by August V.
Councilmember Sparks expressed her frustration over the fact that they were originally told that
the barriers went up because they did not want any traffic on an un-surfaced road. She expressed
her irritation over the story changing from protecting an unpaved road to protecting workers.
Mayor Cavanaugh agreed with Councilmember Sparks, and stated that August 1", 2001 seemed
to be a terrible stretch.
Councilmember Hodson stated they needed to consider the liability for the City. Mr. Hubmer
stated that it would have been open by now, had they not had all of the rain in June. He stated he
would have a conversation with the contractor to see what can be done.
E. Resolution 01-066, re: Re-roof on main water filtration plant (Jay Hartman, Public Works
Director, will be present).
Mike Morrison stated that the building has not been re-roofed since the 1950's and that the roof
received a lot of damage from the rain. He stated that it is a big project in terms of a roofing
project, and will cost $50,000. Mr. Morrison added that they would recommend option one that
states that SEH will help them out by producing a set of performance specifications with a
general roof plan which they will negotiate with the invited bidders. He added that there is
money in the water filtration fund to take care of this project.

Motion by Councilmember Thuesen to adopt Resolution 01-066, referring to option number one
re: Re-roof on main water filtration plant.
