City of St. Anthony - Commissions Page 3 of 9 <br /> 8.1 Silver Lake/Apache Medical Building, 4001 Stinson Boulevard, <br /> Planned Unit Development(PUD)Amendment for Housing <br /> Condominiums/Medical Office Plan. <br /> Perry Thorvig, Consultant Planner, provided the Commission with <br /> an overview for the Apache Medical Center Building Renovation and <br /> Expansion Plans. He reviewed the proposal stating that the plans <br /> include the addition of two new buildings as well as restoring the <br /> existing structure. The intent is for the first floor to remain medical <br /> office buildings and associated business, with the residential <br /> housing units occupying the remaining three levels. He stated that <br /> the project is aimed at a younger market than the Hunt/Pratt project <br /> noting that the units would be a bit smaller, 1000- 1100 square feet. <br /> He indicated that the prices would also be a bit lower than the <br /> Hunt/Pratt project noting that they have not yet determined exact <br /> amounts for the unit styles. He clarified that number of projected <br /> units for the existing building will convert to 33 units, not 89, with <br /> 12,000 square feet remaining for commercial use on the first floor. <br /> Mr. Thorvig stated that plan includes a consistent exterior <br /> architectural appearance and parking for the buildings. The parking <br /> will include underground parking that would span the space between <br /> the two new buildings and provide a connection from the new <br /> buildings to the existing building. He clarified that the proposed <br /> parking spaces would be 85 not 140 for underground parking and 97 <br /> not 100 for surface parking. He stated that the developer plans to <br /> return with a formal application to amend the existing planned unit <br /> development. He reviewed the site plans with the Commission <br /> noting that a storm water retention pond would be installed but not <br /> tied to the major retention system. <br /> Commissioner Tillman asked for clarification of the process when a <br /> PUD is adjacent to another. She asked if the design standards and <br /> the Silver Lake Village PUD would carry forward with the property. <br /> Mr. Thorvig confirmed that the existing PUD design standards would <br /> be carried forward and reviewed the process with the Commission. <br /> Commissioner Young stated that typically parking requirements for <br /> condominiums requires two spaces per unit and asked if this <br /> request has different parking requirements from the recommended <br /> standard. Mr. Thorvig stated that they are pretty close in meeting the <br /> recommended standard and reviewed their calculations with the <br /> Commission. <br /> Jim Waters, Quest Development, clarified the proposed plan for <br /> parking stating that they intend to have at least one covered parking <br /> space per unit and one additional parking space per unit on the <br /> surface. There would be some overlap with the medical office use <br /> and residential use. He reviewed the building access points noting <br /> that clients for the medical businesses would continue to access <br /> from the same front entrance that is currently used. The plan is to <br /> build the proposed 89 units, 24 and 32 units respectively, in phases <br /> over period of time. He reviewed a project study with the <br /> Commission explaining that the information from the study was used <br /> to determine how to move forward in building and marketing the <br /> units.
