• INTRODUCTION <br /> The improvement and revitalization of the Kenzie Terrace Area has been <br /> a long standing goal of the City of St. Anthony. In recent years pursuit <br /> of this objective has become a primary focus of attention. Application <br /> for housing construction grants, as well as formulation of revitalization <br /> and improvement plans have resulted as a consequence. The community now, <br /> however, is at a crossroads and critical point in its efforts. The next <br /> phase of work involves implementation of plans in order to bring about' <br /> actual construction and improvements which will achieve the City's goals. <br /> Plans which have been prepared to date indicate that an initial and primary <br /> focus is to be directed and concentrated towards reuse and development of <br /> the St. Anthony Village Shopping Center. Another significant concern, however, <br /> is funding of a proposed Federal 202 Housing Project located to the north of <br /> Kenzie Terrace. Finally, and again from an initial first stage effort, there <br /> are minor site and area improvement projects which may be pursued. <br /> Northwest has reviewed, the area market study, proposed plans and projects, <br /> and based upon interest by the City, has prepared this proposal to provide <br /> assistance for implementation of what we refer to as Phase I of the <br /> revitalization effort. In the material which follows, we have first de- <br /> scribed what we believe to be critical operational policies and philosophies <br /> of our firm. These fundamental principles of operation which have been <br /> gained from extensive experience are ,seen as key elements contributing to <br /> the potential success of any project. The next section of this proposal <br /> outlines the stages of the work program to be undertaken. This includes a <br /> general description of the activities and products to be achieved. The <br /> third section of the proposal identifies the proposed program budget. We <br /> have attempted to breakdown and detail the basic items and stages in order <br /> to provide an indication of the work involved and the resulting costs. The <br /> personnel which Northwest would assign to the program are cited in Section <br /> Four. In this regard, work responsibilities, as well as related experience <br /> of staff is provided. Finally, the last section of the proposal contains <br /> a general statement of Northwest's qualifications and experience. <br /> 1 <br />
