OPERATION POLICIES/PHILOSOPHY <br /> In undertaking any work. effort, it is extremely important to examine the <br /> underlying policies and philosophies which will govern the program. These <br /> fundamental guidelines have a substantial impact on the potential success <br /> or fa.ilure of a project. Based upon past experience, Northwest has four <br /> key policies and philosophies which are the basis of work it performs. <br /> At the heart and center of all work conducted by Northwest is- the recogni- <br /> tion that the program and product is to be that of the Client and not the <br /> Consultant. In this regard, Northwest -views its services as being one of <br /> a facilitator, implementing and carrying out the wishes of the community. <br /> This form of operation requires constant attention to and recognition of <br /> aspects of work which are policy in nature and hence require community . <br /> and public official determination. In past and current projects, Northwest <br /> has been highly successful in maintaining its proper role and function and <br /> not infringing upon the jurisdiction of policy makers. <br /> Northwest's recognition and performance of its role necessitates a second <br /> operational policy. This is the maintenance of constant communication with <br /> City staff and decision makers. Relative to the St. Anthony Kenzie Terrace <br /> Program, it is assumed that informal , typically daily contact will be main- <br /> tained with the City Manager. Formal written progress reports will also be <br /> submitted on a weekly or bi-weekly schedule. At the HRA level , monthly meet- <br /> ings at minimum are expected. During times of active policy formulation, <br /> meetings would be more frequent. Not to be overlooked or minimized in the <br /> communication process are the project area commercial and residential property <br /> owners and renters. An open channel of communication is seen as manditory <br /> with this group. This will serve to minize conflict and avoid rumors, and <br /> in all likelihood reveal implementation opportunities which otherwise might <br /> be passed by. As will be explained later in this proposal , the mechansims <br /> for formal and informal area property owner/renter communications will be <br /> established as part of Stage I of the work program. <br /> A third operating policy of Northwest is flexibility. It is believed that <br /> overall program success will be largely contingent upon maintaining an <br /> open mind and exploring new ideas and alternatives which may emerge as <br /> the implementation process takes place. This is not to imply that progress <br /> will be halted nor that unnecessary back tracking will be accepted. However, <br /> this. basic attitude of flexibility will help insure accomplishment of program <br /> goals which are more acceptable to those affected and will in all probability <br /> open new opportunities. <br /> A final and very critical philosophy of operation is Northwest's view of the de- <br /> velopment process. From our experience and perspective, development or redevelop- <br /> ment can be partially viewed as a highly technical process, which involves and <br /> _ follows legally and professionally established requirements and procedures. <br /> • <br /> 3 <br />
