WORK PROGRAM <br /> Based upon our review and evaluation of plans and studies prepared to <br /> date, Northwest views the administrative work now to be undertaken as <br /> the first phase of the implementation process. This phase involves re- <br /> development of the Village Shopping Center, assistance with the 202 <br /> Housing Project and construction of minor site improvements in the area. <br /> It is expected, however, that as Phase I is undertaken, other possible <br /> projects will be identified and pursued simultaneously as subsequent <br /> phases of work. <br /> In undertaking Phase I Implementation of the Kenzie Terrace Revitaliza- <br /> tion Program, Northwest has identified four progressive stages of work <br /> plus a number of continuous on-goi.ng activities which must be completed. <br /> These stages which are outlined and described below are purposely struc- <br /> tured into a process which minimizes the City's overall expense exposure <br /> and allows step by step decision-making. Should the City elect to termi- <br /> nate the effort due to unexpected, problems, it will not be committed to <br /> expenses. beyond that which has been actually performed. <br /> STAGE I - PROJECT FEASIBILITY/ORGANIZATION <br /> The initial stage of effort involves organizing the administration and <br /> policy aspects of the project and verifying the feasibility of the <br /> undertaking. The work tasks involved are: <br /> A. Contact property owners whose land is 'to be purchased for re- <br /> development. This task is necessary to determine the property <br /> owners' needs, concerns, timing requirements and is intended to <br /> establish a working relationship. Through these discussions, <br /> initial negotiations will take place and purchase price and terms <br /> will be identified. <br /> B. Review and update cost estimates of development and area site <br /> improvements. In order to verify the financial feasibility of <br /> the Phase I development, the construction and related costs of <br /> the projects will be updated. <br /> C. Prioritize development and area improvements. Based upon past plans <br /> and the update of construction and project costs, a listing of <br /> projects will be established. These will be presented to the HRA <br /> for a determination of priorities. With this policy aspect of the <br /> program established, a basic framework for administration of the <br /> program will be provided. <br /> • <br /> .6 <br />
