• D. Calculate financial feasibility. With the costs and developments <br /> to be undertaken established, the financial feasibility of the <br /> project.(s) will be calculated. This will provide an indication to <br /> the HRA of what in fact can be accomplished as part of Phase I . <br /> Again, due to the policy aspects and implications resulting from <br /> the findings, they will be reviewed with the HRA in detail . <br /> E. 'Draft operations/administrative policies. In order to have a clear <br /> direction and for all involved to have thorough understanding of <br /> not only what is to be accomplished, but also how things are to be <br /> accomplished, operations and administrative policies will be drafted. <br /> These will include, but not limited to, definition of operation on <br /> property acquisition relocation, developer selection, land deposi- <br /> tion, rehabilitation, codes and ordinances, and public/area parti- <br /> cipation. This information will be presented to the HRA for review, <br /> finalization and enactment. ' <br /> F. Define development specifications and standards, and developer quali- <br /> fications. With the projects to be completed identified and with <br /> the implementation policies established, development specifications <br /> and standards will be defined. ' Additionally, desired developer <br /> qualifications will be identified in order to direct solicitation <br /> of proposals. <br /> STAGE II - PROJECT NEGOTIATION <br /> Assuming Stage I is successfully completed, work will be directed towards <br /> establishing the foundation of specific projects which are to be accomplished. <br /> A. Secure property purchase option. - The timing, terms and conditions of <br /> the property to be redeveloped will be negotiated. In anticipation of <br /> agreeable terms, the HRA will execute a property purchase option to <br /> be exercised at a later date. This process will involve continued <br /> review and advice of the HRA as well as the City Manager and HRA <br /> Attorney. <br /> B. Finalize and forward project specifications and requests for develop- <br /> ment proposals. The detailed standards and specifications will be <br /> assembled and made available to prospective developers. Requests for <br /> proposals will be directly forwarded to firms which are known to <br /> qualify. Additionally, a general announcement of the request for <br /> proposals will be made in the City's legal publication, plus other <br /> sources, such as Finance and Commerce, Corporate Report, etc. <br /> 7 <br />
