PROGRAM PERSONNEL <br /> The St. Anthony Kenzie Terrace Revitalization Program is a challenging <br /> undertaking requiring diverse, plus unique and specialized talents. <br /> Northwest believes it has the qualified staff available to meet this need <br /> and to provide the necessary assistance which will facilitate a realiza- <br /> tion of the community's objective. Those individuals who would be the <br /> primary participants in the St. Anthony Program are identified in the <br /> following paragraphs. <br /> Mr. Daniel H. Wilson, Northwest Associate, would be assigned as the Program <br /> Manager. This assignment is based upon Mr. Wilson's thirteen years of pro- <br /> fessional work concentrating in housing and redevelopment, and tax incre- <br /> ment financed projects. This experience has span the full range of redevelop- <br /> ment activities, from planning through relocation, construction and real <br /> estate management. As an example, he currently serves as property manager <br /> for 120 private and public residential units. Additionally, he has recently <br /> or is currently involved in redevelopment, relocation and implementation <br /> programs in Watertown, Maple Plain, Chaska, Savage, Waconia, Lakeville and <br /> Scott County. As the Kenzie Terrace Program Manager, Mr. Wilson would hold <br /> primary responsibility for the project. He would be actively involved on <br /> a daily basis in all phases of work, plus supervise and coordinate all aspects <br /> of the program. <br /> Mr. David R. Licht, President of Northwest Associated Consultants, Inc. , <br /> would participate in the program as a Senior Advisor. Mr. Licht has fifteen <br /> years of professional experience in serving local units of government in <br /> planning, redevelopment and administration. Relative to -the requirements <br /> of the Kenzie Terrace Program, Mr. Licht's experience with building con- <br /> struction at the University of Minnesota is highly relevant. Additionally, <br /> he has participated in redevelopment and tax increment projects in Iowa City, <br /> Iowa, Lakeville, Robbinsdale, Oak Park Heights, Delano and Breckenridge. <br /> In the Kenzie Terrace Program, Mr. Licht would assist Mr. Wilson and the City <br /> in all phases of work, but especially property owner/renter communications, <br /> property negotiation, and construction coordination. <br /> During building and improvement construction, Mr. Bradley J. Nielsen, a <br /> Northwest staff person who is a Certified Building Official , would assist <br /> with project inspection. As noted previously, it is anticipated that the <br /> City Building Official will be responsible for general plan review and con- <br /> struction inspection. Mr. Nielsen would, however, coordinate with the City's <br /> Building Official and provide back-up as needed. Additionally, he would <br /> undertake additional project inspections to insure general building code <br /> compliance. He would also, however, provide inspection service to insure <br /> compliance with specifications unique to the project and development contract <br /> which are typically beyond requirements of the Uniform Building Code. <br /> 16 <br />
