20 CIVIC CENTER DRIVE TELEPHONE 484-3311 rcosevilleMINNES.OTA SS 113 <br /> April 20, 1982 <br /> Larry Hamer <br /> City of St. Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony, Minnesota 55418 <br /> Re: Equipment Exchange Between Communities <br /> Dear Mr. Hamer: <br /> On April 15, 1982. . representatives from Fridley, St. Anthony, Columbia Heights, <br /> Shoreview and Roseville met at the Roseville city hall to follow up on earlier <br /> meetings concerning the potential for communities exchanging equipment. At this <br /> meeting, it was the consensus that the concept of such equipment exhanges .was <br /> • approved and it had the potential to be mutually beneficial . The following is a <br /> brief summary of the items discussed: <br /> (1) The process should be kept as informal as possible, minimizing <br /> paper work. Effort should be made to balance the exchange of equipment, <br /> rather than sending bills, if at all possible. \ <br /> (2) Short-term imbalances were not a particular concern as long as it <br /> was reasonable to assume that within the next year or two, these would be <br /> brought back to general equality. <br /> (3) Coverage of the equipment and employees sent with it to work in <br /> the other community would continue to be provided through the insurance provided <br /> by the sending community. <br /> (4) The exchange should- be open for use by any department of the involved <br /> cities, not just the Public Works Department. <br /> (5) The number of cities involved in this format may be expanded and, in <br /> fact, it is desirable that this occur. If any additional cities wish to partici- <br /> pate, then t}iey should be encouraged to do so. If they do not turn out to be in <br /> close proximity to your particular community, or you do not actually utilize their <br /> facilities, then nothing has been hurt. Having the information available, however, <br /> to aid in the event of needed use has considerable potential . <br /> (6) Each .city should provide the oth-ar communities with a list of avail- <br /> able equipment and it 's uses. In addition, include a listing of the names, work <br /> and home phone numbers of the proper people to contact. These are people who have <br /> authorization to send out the equipment and/or manpower. <br />
