Simple maintenance techniques could be done in the shop of the <br /> city where the work is being done, but more extensive repair should be coordi- <br /> nated with the owners of the equipment. In particular, those repair items <br /> which are not specifically related to the work being done in the second city, <br /> should not be charged to that second city. Other items such as flat tires, <br /> which are directly traceable to the work being done in that location, should <br /> be absorbed by the second city. <br /> (8) If it is a burden on the city who owns the equipment to send it <br /> with an operator, because that person is needed for the day for different. <br /> work for the city; an effort should be made by the user city to send someone <br /> to replace him. This. may not always be possible because of the type of work <br /> being engaged. Manual-type functions, however, would seem to be replaceable. <br /> (9) Communiti.es should keep a general tabulation of work being done <br /> for others to ensure overall fairness; but, once again, the concept of help- <br /> ing a fellow suburb in distress or having an overall economical exchange <br /> system with several communities is deemed as being more important than having <br /> exact equality with every community. <br /> (10) In the event out-of-pocket costs for equipment parts, gasoline, <br /> etc. , are encountered by the lending community, the recipient community should <br /> provide replacements or general compensation. <br /> (11) If it is necessary to send personnel out on an overtime basis, or <br /> one which results in additional costs to the lending agency, then,they should be <br /> repaid by the user agency on a direct payroll basis or an actual oft-of-pocket <br /> expense basis, rather than adding fringe or overhead factors. <br /> If you have any corrections in this listing, or if important items were omitted, <br /> please contact me so ,that this can be provided to the various cities.
