2. Stationary Roadblocks <br /> A. Stationary Roadblocks may be used only in the same situations <br /> as vehicle contact. <br /> B. The location should be chosen to minimize the potential of <br /> injury. In particular, there should be sufficient sight <br /> distance to allow a vehicle to avoid collision. Other <br /> factors to consider include lighting, road configuration, and <br /> amount and direction of traffic. <br /> C. An avenue of escape must be provided. <br /> D. Vehicles used in a roadblock must not be occupied. <br /> E. Emergency lights must be activated. <br /> F. At least .one siren should be activated at the scene. <br /> G. The dispatcher and pursuing vehicles should be notified of <br /> the location. <br /> 3. Moving Roadblocks ("Boxing In") <br /> A. Moving roadblocks may be used when the pursued vehicle is <br /> traveling at low speeds. <br /> B. Room should be left for safe passage of .oncoming vehicles. <br /> 4. Firearms • <br /> A. Firearms shall be used only when deadly force is permitted <br /> by State Law. <br /> 4 - 816.9 INTERJURISDICTIONAL PURSUITS <br /> 1. In any pursuit which crosses jurisdictional boundaries, officers <br /> should observe their own department policies governing pursuits. <br /> 2. When a boundary is approached, the officer responsible for report- <br /> ing the progress of the pursuit should notify the dispatcher of that <br /> fact and indicate whether assistance is requested. Officers pro- <br /> viding assistance should immediately notify the dispatcher of their <br /> involvement. <br /> 3. The initiating. agency shall be in charge of the pursuit, unless that <br /> agency requests another to assume control . All assisting officers <br /> shall follow the direction of the officer in charge, unless it violates <br /> their own policies. The initiating agency shall be in charge. of any <br /> arrest. If an accident occurs, the agency .serving the accident <br /> location shall determine who will investigate the accident. <br /> 4. If it appears that the pursuit will cross radio communications <br /> boundaries, radio communications should be conducted on the Hennepin <br /> County Sheriff's emergency radio frequency (Channel 3) or the <br /> . statewide radio frequency. <br /> 4 - 817 PURSUIT TERMINATION <br /> 69 - A SEP 2 51989 <br />
