In essence,Thuesen supports the June 14, 2000 2 moratorium extension, but would like to move ahead with decisions relating to the property. 3 Momson noted for the Council that a public hearing must be held in connection with this issue 4 and a notice in the local paper would be published. 5 Motion by Thuesen to approve Ordinance 2000-005, an Ordinance Relating to the Moratorium 6 on Property Known as the Salvation Army Camp Property; Amending Section 1330.04, Subd. 1, 7 of the 1993 St. Anthony Code of Ordinances, wherein until June 14, 2000,the City Council, 8 Planning Commission, Building Official, Board of Adjustments and Appeals, and City Staff of 9 the City of St. Anthony shall not grant any permits or rezoning or other authorization for changes 10 in use, or accept any applications or requests for changes in the use, for the property in the City 11 known as the Salvation Army Camp property, or for the construction of any building, or addition 12 to or alteration of any building, on said property, except as provided in Subd. 2 of this Section. 13 Additionally,the first and second readings are waived. 14 Motion carried unanimously. 015 16 B. City Manager. 17 City Manager Michael Mornson directed the Council's attention to page 60 of the agenda packets 18 which provided an agenda of a Town Meeting/Open House Concept for May 30, 2000. Mornson 19 provided background information by stating that last year, the City held three neighborhood 20 meetings, one on crime watch, another on the Y2K issue, and the last on the new crime notifica- 21 tion law. In all, 190 residents come for the three meetings. 22 Momson continued by stating that the Police Department would be holding a"community out- 23 reach program"where they travel to the neighborhoods to talk about crime watch. The City 24 Council has been asked to participate and possibly the Park and Planning Chairs; and City Staff 25 as well. The bulk of time.would be allocated to questions and answers, and May 30, 2000 is the 26 date that has been chosen. 27 On another issue, Momson reported that the City Council had hired the planning firm of DSU to 28 assist with the redevelopment of Apache Plaza. In the minutes, $3,000.00 was authorized by the 29 Council for any City activities that the planner assists with that are city related. Mornson wished 30 to clarify for the Council that a charge of$7,650 has been incurred in relation to the assistance of 31 the planner; however,this charge would be covered under a reimbursement agreement with Hill- 32 crest Development and would not be out-of-pocket for the City. •33 Mornson stated that requests have been received for a review of the curfew ordinance. Appar- 34 ently the City has outdated material and Hennepin County has adopted a county-wide police
