Honorable Mayor, City Council, and
City Staff 39
April 15, 2002
Page 2
IV. Infiltration and Inflow Educational Program
Two meetings have been held for the sump pump separation and drain tile
separation educational program. Attached for your review are a map of the City of
St. Anthony and the list of meeting dates for each of the remaining areas. This
program is being completed-as-part-of ari agreement-with-Metropolitan Council to-
reduce the City's inflow of clear water from sump pumps and drain tiles into the
sanitary sewer system. By the end of May we will have completed the educational
component of that agreement.
V. Minnesota Department of Natural Resources Grant Update
Both the House and Senate have completed their bonding bill allocations and now
the Conference Committee must meet to work out the differences in the two bills.
In regards to St. Anthony and the flood hazard mitigation grant program there is
some language currently within the House bill, which is unfavorable to the City of
St. Anthony. The House bill prioritizes all the flood hazard mitigation grant
projects and places St. Anthony near the bottom of their list. However, we are still
hopeful that during the committee process this language will be stricken from the
bill. This funding will be used to complete the replacement of the warming house
at Silver Point Park and to construct flood improvements at Shamrock and Silver
Lane.
VI. Street Reconstruction Capital Improvement Plan
Attached please find a map of the anticipated Capital Improvement Program for the
street reconstruction projects within the Village. This map is subject to change due
to budgetary limits or if some of these roads deteriorate more rapidly than
anticipated.
VII. Water and Wastewater Needs Study
The City of St. Anthony is considering the redevelopment of Apache Plaza and the
southern shopping center areas. To determine the impact of this new development
on the City's water and wastewater systems, it is necessary to complete a water and
waste water needs assessment.
This study will evaluate the water needs associated with adding between 400 and
700 new housing units in the Apache Plaza area and determine if adding additional
housing units in the St. Anthony shopping center area on the south end of the
Village will have an adverse impact on water supply. This study will identify the
needs and also the necessary improvements to accommodate the additional housing
units.
F-1 WPW/M 1065-01 104!502-hmcc.doc
