City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 3 -- March 23, 1992 <br /> Page Number 15 <br /> 1 INSPECTION AND LICENSING OF <br /> 2 APARTMENT HOUSE AND RENTAL HOMES <br /> 3 <br /> 4 PURPOSE. It is the purpose of this ordinance to protect the health, safety and welfare of <br /> 5 citizens of the City who have as their place of abode a living unit in a multiple dwelling. <br /> 6 <br /> 7 INTENTION. It is the intention of this ordinance that a mode of protecting and regulating <br /> 8 the living conditions of citizens residing in multiple dwellings in the City be established, and <br /> 9 that uniform standards be established for all multiple dwellings in the City. <br /> 10 <br /> 11 LICENSE REQUIRED. No person, partnership, corporation or other group or entity shall <br /> 12 own or operate a multiple dwelling in the City without the owner of the multiple dwelling <br /> 13 first having obtained a license in accordance with this ordinance. <br /> 14 <br /> 15 APPLICATION FOR LICENSES. Applications for licenses shall,be made in writing to the <br /> 16 Clerk by the owner of the multiple dwelling on forms provided by the City. The purchaser <br /> 17 of a multiple dwelling may apply as the 'owner'; provided, however, that any license issued <br /> 18 pursuant to an application by a purchaser shall be contingent upon closing the purchase and <br /> 19 upon the applicant becoming the owner. Applications shall include, but not be limited to, <br /> 20 the following information with respect to the multiple dwelling: <br /> 21 <br /> 22 Name and address of owner. <br /> 23 <br /> 24 Name and address of a person residing or having a business office in Hennepin or <br /> 25 Ramsey County, Minnesota and appor of a multiple dwelling or to any other person <br /> 26 or entity. If a multiple dwelling is sold, the purchaser shall not own or operate the <br /> 27 multiple dwelling without first obtaining the license provided for in this ordinance. <br /> 28 A license shall be valid for one year from the date issued, and shall terminate on a <br /> 29 date one year after the date of issuance unless renewed in accordance with the <br /> 30 ordinance. <br /> 31 <br /> 32 RENEWAL. Applications for renewal of a license for a multiple dwelling shall be made in <br /> 33 writing to the City Clerk on forms provided by the City. Applications for renewal shall <br /> 34 contain the same information as applications for licenses, but may be signed by an agent or <br /> 35 manager on behalf of the owner if there has been no change in the information contained <br /> 36 in the most recent application on file. <br /> 37 <br /> 38 LICENSE FEES. License fees for initial applications and renewals shall be in the amounts <br /> 39 set from time to time by resolution of the City Council. <br /> 40 <br /> 41 POSTING. Every licensee of a multiple dwelling shall post the current annual 1pplication <br /> 42 shall constitute (i) a consent by the owner to be bound by notices sent to the person referred <br />
