Upon approval by the City Council, the City Clerk shall issue 5 a license to the owner of the multiple dwelling. A license shall be personal to the owner of 6 a specified multiple dwelling. No license may be transferred to a purchaser of a multiple 7 dwelling or to any other person or entity. If a multiple dwelling is sold, the purchaser shall 8 not own or operate the multiple dwelling without first obtaining the license provided for in 9 this ordinance. A license shall be valid for one year from the date issued, and shall 10 terminate on a date one year after the date of issuance unless renewed in accordance with 11 the ordinance. 12 13 RENEWAL Applications for renewal of a license for a multiple dwelling shall be made in 14 writing to the City Clerk on forms provided by the City. Applications for renewal shall 15 contain the same information as applications for licenses, but may be signed by an agent or 16 manager on behalf of the owner if there has been no change in the information contained 17 in the most recent application on file. 18 19 LICENSE FEES. License fees for initial applications and renewals shall be in the amounts 20 set from time to time by resolution of the City Council. 21 22 POSTING. Every licensee of a multiple dwelling shall post the current annual license issued 23 by the City Clerk in a frame with a glass covering in a conspicuous location in a public -24 _-corridor,.hallway, or lobby of the multiple dwelling for which it is issued. 26 TENANT REGISTER. The licensee shall, as a continuing obligation of its license, maintain 27 a current register of tenants and other persons who have a lawful right to occupancy of 28 apartments within the apartment house. In its application, the licensee shall designate the 29 person or persons who will have possession of the register; and shall promptly notify the City 30 Manager of any change of the identity, address or telephone numbers of such persons. The 31 register shall be available for inspection by the City Manager, or his/her 32 designate, at all times. 33 34 INSPECTIONS. 35 36 The City Manager and his/her delegated inspectors are hereby authorized to make 37 inspections reasonably necessary to the enforcement of this ordinance, but at least 38 annually. 39 40 All police officers, sanitarians, or health officers of the City may inspect a multiple 41 dwelling when requested by the City Manager. 42
