Whenever such temporary interruptions may be <br /> necessary a reasonable effort shall be made to notify all occupants affected. <br /> • 3.352 Minimum Structural Standards. <br /> 3.352 (l) Foundations, Exterior Walls, and Roofs The foundation, exterior walls, and <br /> exterior roof shall be substantially water tight, protected against vermin and <br /> rodents and shall be kept in sound condition.and repair. All portions of the <br /> building shall be adequately supported by.the foundation element. Every exterior <br /> wall shall be free of deterioration, holes, breaks, loose or rotting boards or <br /> timbers,and-any other condition which might admit rain or seepage to the interior <br /> portion of the walls or to the interior spaces of the dwelling. The roof shall be <br /> tight and have no defect which admits rain, and roof drainage shall be adequate <br /> to prevent rain water from causing dampness in the walls. Exterior surfaces shall <br /> be consistently maintained on all levels and elevations. All exterior wood <br /> surfaces, other than decay resistant woods, shall be protected from the elements <br /> and decay by paint or other protective covering or treatment. If twenty-five <br /> percent or more of the exterior surface of such a wood surface is unpainted or <br /> determined by the Director of Fire and Safety to be paint blistered, the surface <br /> shall be painted. If twenty-five percent or more of the exterior surface of the <br /> pointing of any brick, block, or stone wall is loose or has fallen out, or is <br /> determined by the Director of Fire and Safety to be deteriorated,the surface shall <br /> be repaired, with an effort to maintain the same type of colors and materials. <br /> 3.352(2) Floors, Interior Walls and Ceilings: Every floor,interior wall, and ceiling shall <br /> be adequately protected against the passage and harborage of vermin and rodents, <br /> and shall be kept in sound condition and good repair.. Every floor in rental <br /> dwelling units shall be free of loose, warped, protruding, ripped, or rotten <br /> flooring materials and floor coverings. Every interior wall and ceiling shall be <br /> free of holes and large cracks and loose plaster and shall be maintained in a tight <br /> weatherproof condition. Toxic paint and materials with a lasting toxic effect shall <br /> not be used. Every toilet room floor surface shall be easily cleanable. <br /> 3.352(3) Stairways. Porches, Platforms and Balconies: Every stairway, inside or outside <br /> of a building and every porch,platform or balcony,shall be kept in safe condition <br /> and sound repair. Every flight of stairs and every porch, platform and balcony <br /> floor shall be free of deterioration. Every stairwell and every flight of stairs <br /> which is more than four risers high shall have handrails approximately thirty <br /> inches high,measured vertically from the nose of the stair tread to the top of the <br /> handrail. Every porch, balcony, or platform elevated more than thirty inches <br /> shall have guard rails at least thirty inches above the floor of the porch,platform <br /> or balcony. Guard rail supports, intermediate rails or ornamentation shall be <br /> arranged such that at no point may a nine inch diameter sphere pass beneath the . <br /> guard rail. Every guard rail,handrail and balustrade shall be firmly fastened and <br /> maintained in good condition. No flight of stairs shall have settled out of its <br /> intended position or have pulled away from the supporting or adjacent structures <br /> enough to cause a hazard. No flight of stairs shall have rotting, loose, or <br /> deteriorating supports, treads or covering. Excepting spiral and winding <br /> stairways,the treads and risers of every flight of stairs shall be uniform in width <br /> and height.
