He stated that the <br /> 2 building for the commercial area has begun and reviewed with the Commission. He stated that <br /> 3 the purpose of the presentation this evening is to bring the Commission up to date on the <br /> 4 residential portion of the project. He explained that the residential portion of the project is a two <br /> 5 part project shared by Dominium and Pratt Ordway. He reviewed the respective developments <br /> 6 with the Commission stating that it is Dominium's hope to get their request onto the June 15th <br /> 7 agenda for Commission review and go to Council for approval at the June 22, 2004 City Council <br /> 8 meeting. He explained that they have a closing deadline with Pratt Ordway for the end of June. <br /> 9 <br /> 10 Mr. Thorvig reviewed the location of the development with the Commission noting that <br /> 11 Dominium is just north of the Soo Line railroad tracks and west of the proposed Walmart store. <br /> 12 He stated that the building location and lot coverage remains the same noting that the density has <br /> 13 increased from 220 units to 260 units. He reviewed the changes with the Commission noting that <br /> 14 the units would be a mixture of affordable units, senior housing and general public. He noted <br /> 15 that the senior units would be located at the west end of the building and reviewed with the <br /> 16 Commission. He stated that the parking spaces are project to be 415 total spaces noting that the <br /> 17 zoning code would require 520 spaces and reviewed with the Commission. <br /> 18 <br /> 19 Mike Moorhouse, Dominium and Gary Vogel, BVK presented. Mr. Moorhouse stated that the <br /> 20 project has grown in the number of total unit noting that after a preliminary market study <br /> showing a high demand for senior housing they decided to change from an all rental focus and <br /> reviewed with the Commission. He explained that some of the units were made a bit smaller, <br /> 23 which allowed them to add more units. He stated that this was done to address the senior mix. <br /> 24 He stated that affordability units would be based on qualifications for the units and reviewed the <br /> 25 process with the Commission. <br /> 26 <br /> 27 Gary Vogel BVK,provided the Commission with a brief overview of the proposal. He reviewed <br /> 28 the proposed site plan noting the separation between the commercial and residential areas. He <br /> 29 noted the main entrance road off 39th and reviewed the connection at 38th Street. He referenced <br /> 30 the access points to each residential area and reviewed with Commission. He stated that <br /> 31 conceptually the site plan is very similar to what was'originally provided for the Planning <br /> 32 Commission review. He referenced the angular areas of the site noting that conceptually it has <br /> 33 remained basically the same. He explained that the idea of the layout is to generate the <br /> 34 plaza/courtyard area, which is the focal point of the project. He stated that the common area <br /> 35 would include a fitness center,party rooms and leasing offices. He stated that it would also <br /> 36 include a swimming pool, spa, and fire pit noting that the amenities would tie in the entire area <br /> 37 and both developments. He reviewed the drive through, which is currently Apache Lane stating <br /> 38 that it leads into the.surface parking lot at the south side of the building. He stated that they.have <br /> 39 approximately 415 total parking spaces on the site and indicated that 230 of the spaces would be <br /> 40 in the underground parking area. He stated that the entire building footprint has one level of <br /> 41 underground parking and reviewed the parking requirements and needs with the Commission. <br /> 42 <br /> Commissioner Jenson asked for further clarification of the separation between the senior areas <br /> 44 and the general public. Mr. Vogel provided an overview of the separation areas to the <br /> 45 Commission. <br />
