Planning Commission Meeting Minutes <br /> May 18, 2004 <br /> Page 6 <br /> 1 <br /> 2 Commissioner Jenson noted that in most senior developments the units are separate whereas here <br /> 3 they are adjoined. He asked how the senior area of the structure would be isolated from the <br /> 4 noise. Mr. Vogel explained that at the separation there would a set of security doors that only the <br /> 5 seniors would have access to. He stated that the general occupancy would not be able to get <br /> 6 through those doors. He stated that it would help to limit the traffic flow in that area of building. <br /> 7 <br /> 8 Commissioner Jenson asked Mr. Vogel to review the access points to the senior section of the <br /> 9 building. Mr. Vogel referenced the site plan layout and reviewed the access points for both the <br /> 10 building and garage with the Commission. <br /> 11 <br /> 12 Commissioner Jenson asked if the underground parking for seniors is also separated or blended <br /> 13 with the general populace. Mr. Vogel clarified that there is no physical separation between the <br /> 14 seniors and the general populace parking. He stated that all underground parking spaces would <br /> 15 be assigned and reviewed with the Commission. <br /> 16 <br /> 17 Commissioner Jenson clarified that there are only two access points to the underground parking <br /> 18 area. Mr. Vogel confirmed stating that one is located at the southwest corner and the other is <br /> 19 located in the middle of the building. He stated that there is also pedestrian access at the <br /> 20 southeast comer entrance to the garage. He reviewed the tenant access points with the <br /> Commission including all handicap entrances. <br /> 23 Commissioner Jenson asked Mr. Vogel how many buildings of this size has his company has <br /> 24 built that has less parking. He asked if any of the other developments have had parking issues. <br /> 25 Mr. Vogel explained that his company has done several similar projects,with less parking ratio <br /> 26 than this development and have had no parking issues. Mr. Moorhouse confirmed and reviewed <br /> 27 the various developments with the Commission. <br /> 28 <br /> 29 Commissioner Jenson noted that most if not all of the senior residents would probably want <br /> 30 underground parking and asked if this would be an issue. Mr. Moorhouse reviewed the shared <br /> 31 parking structure process with Commission. <br /> 32 <br /> 33 Commissioner Jenson clarified the total number of reserved units for the senior portion totals 79 <br /> 34 and asked if others qualified for the affordable units would this also be made available to seniors. <br /> 35 Mr. Moorhouse confirmed stating that the remainder of the units would not be age restricted. He <br /> 36 provided the Commission with an overview of the affordability unit ratio stating that it was <br /> 37 expressed that affordability units should be made available throughout the building. <br /> 38 <br /> 39 Commissioner Tillman asked for further clarification of the qualification process. Mr. <br /> 40 Moorhouse stated that they are currently working with the City on bonding. He explained that <br /> 41 the process limits the amount of rent charged based on median income. He reviewed the <br /> 42 calculations with the Commission stating that in order to afford living in this development they <br /> would have to have a base income of at least $27,000 to afford one of the units.
