Planning Commission Meeting Minutes <br /> July 20, 2004 <br /> Page 7 <br /> 1 <br /> 2 Chair Stromgren stated that he understands their desire for a sign along this frontage area and <br /> 3 acknowledged their concerns regarding visibility and the ability to find the cemetery. He stated <br /> 4 that there is a precedent noting other properties with more than one entrance can have more than <br /> 5 one sign for directional and identification purposes. He referenced the size of the sign stating that <br /> 6 it does not quality as a ground sign because the base is the same width as the sign itself and <br /> 7 reviewed with the Commission. He stated that the height of the sign troubles him noting that 14- <br /> 8 feet is very tall and is close to billboard size. He stated that the fact that the sign would not be <br /> 9 illuminated does help and acknowledged the unique condition that they have two cemeteries that <br /> 10 do abut each other. <br /> 11 <br /> 12 Vice Chair Hanson stated that there is a precedence noting that they did allow two signs for vet <br /> 13 clinics in the area. He stated that he is o.k. with allowing the sign on a less massive scale and <br /> 14 asked that they give the southeast location consideration. <br /> 15 <br /> 16 Chair Stromgren stated that it would have been good had they done a concept review prior to the <br /> 17 Public Hearing noting that there are a number of issues unique to the sign and area that should be <br /> 18 considered. He suggested that the applicant review other locations, review the size of the sign <br /> 19 and determine the minimum text needed to make the sign work directionally. <br /> 20 <br /> 21 Motion by Chair Stromgren, seconded by Commissioner Gray, to deny the variance request for a <br /> 22 second monument sign and sign height, based on the fact that the variance request is not <br /> 23 consistent with code and the sign being detrimental to the surrounding properties as presented in <br /> 24 this application. <br /> 25 Motion carried unanimously <br /> 26 <br /> 27 Chair Stromgren stated that this request would go before City Council for consideration at their <br /> . 28 July 27 regular meeting. He suggested that the applicant be present to answer any questions the <br /> 29 Council might have regarding this request. He also suggested that the applicant come back to the <br /> 30 Planning Commission for a second review and that they provide the Commission with a better <br /> 31 site plan and layout of the area. <br /> 32 <br /> 33 7.4 City of St. Anthony, 3301 Silver Lake Road Electronic Monument Sign Requests: (a) For a <br /> 34 Conditional Use Permit: (b) Variance for Sign Height; (c) variance for copy surface area <br /> 35 <br /> 36 Chair Stromgren opened the public hearing at 7:59 p.m. <br /> 37 <br /> 38 Ms. Hall stated that this public hearing is for the actions associated to implement the City's <br /> 39 electronic monument sign. She stated that the request includes two sign variances and a <br /> 40 conditional use permit. She stated that the sign is proposed to be located on the hill in front of the <br /> 41 tennis courts, nearby the intersection of 33rd Avenue and Silver Lake Road. She stated that the <br /> 42 sign would be two-sided, in a closed off`V' configuration and reviewed with the Commission. <br /> 43 She stated that City Staff has been working with LeRoy Sign Company on the sign specifications <br /> 44 noting that two variances would be necessary to implement the signage, one for the copy surface <br /> 45 area and one for a height variance of two feet.
