She stated that the City logo is required,per <br /> 3 City Council goals and objectives, for uniform communications. She stated that the sign should <br /> 4 be large enough, for visibility purposes, so that it can be safely seen from the roadway. She noted <br /> 5 that they were also limited to where the sign could be placed, given obstruction and visibility <br /> 6 issues along Silver Lake Road. She stated that Staff has drafted a sign policy to regulate the <br /> 7 content and reviewed with the Commission. <br /> 8 <br /> 9 Commissioner Jenson asked for further clarification of the size of the sign. Ms. Hall reviewed the <br /> 10 dimensions of the sign with the Commission. <br /> 11 <br /> 12 Chair Stromgren clarified that changeability of messages means that no more than one message <br /> 13 can be displayed on the sign at a time. Ms. Hall confirmed and reviewed stating that they want to <br /> 14 be able to view at least one message at a time and that it would be static for a certain period of <br /> 15 time,to be designated.. <br /> 16 <br /> 17 , Chris Clark, Leroy Signs provided the Commission with a picture and overview of the proposed <br /> 18 signage. <br /> 19 <br /> 20 Jim McNulty, resident, stated that he has been living in this area for over 40 years noting that <br /> 21 since the time he moved to the area they have added the elementary school, City Hall and the <br /> 22 tennis courts. He stated that they have had to tolerate the spotlights in their bedroom and now <br /> 23 they have a 10-foot, two-sided sign that they have to deal with. He stated that they have had this <br /> 24 discussion before noting that for the last two years the City has been using smaller rental signs for <br /> 25 their messages and is working fine, with no intrusions or issues of safety. He acknowledged Ms. <br /> 26 Hall's concerns for safety and reviewed the proposed location of the sign with the Commission. <br /> 27 He stated that the City would have to work a lot harder than this to gain safety at this corner <br /> 28 noting that people run the stop sign constantly. He asked the Planning Commission and City not <br /> 29 to give people more to read as they already have trouble paying attention to the driving at hand. <br /> 30 He clarified that he is not against the sign,just the proposed location. He stated that the proposed <br /> 31 location is very dangerous and suggested placing the sign in front of City Hall. <br /> 32 <br /> 33 Chair Stromgren closed the public hearing at 8:12 p.m. <br /> 34 <br /> 35 Commissioner Jenson noted previous discussions regarding the location stating that it was in an <br /> 36 area that was less compacted with trees and shrubs. He stated that he did drive past the area <br /> 37 noting that it would be easier to see without being impacted by the trees and shrubbery. He stated <br /> 38 that he also spoke with several residents noting that they are also in agreement with the location <br /> 39 as it is more user friendly when driving by. <br /> 40 <br /> 41 Chair Stromgren clarified that the policy prohibits flashing messages noting that they are talking <br /> 42 about a 2-5 minute delay between each message. Ms. Hall confirmed and reviewed with the <br /> 43 Commission. <br /> 44 <br />
