ANTHONY <br /> ORDINANCE 1933-001 <br /> • AN ORDINANCE RELATING TO SIGNS ; AMENDING <br /> SECTION 430:00 OF THE 1973 CODE OF ORDINANCES <br /> The City Council of the City of St . Anthony ordains as follows : <br /> Section 1 . Section 430:00 of the 1973 Code of Ordinances (Sign Regulations) is <br /> amended to read in full as follows : <br /> Section 430. Title. This ordinance shall be known as the "St. Anthony Sign <br /> Ordinance" except as referred to herein , as "this Ordinance". <br /> Section 430:05. Purpose and Intent. The purpose of this ordinance is to <br /> establish a set of standards to control the erection and use of signs within the <br /> City. The standards are designed to protect the public health, safety and welfare <br /> of persons within the City and to promote the quality of the community by providing <br /> regulations that will foster the safe and effective design and use of signs and <br /> enhance and maintain the physical appearance of the community. <br /> Section 430: 10. Scope. This ordinance applies to all signs in the City , and <br /> describes signs which are prohibited, signs which may be erected only with a permit , <br /> and siqns which may be erected without a permit. This ordinance also contains <br /> certain requirements for. alI signs erected, administrative provisions for issuance <br /> of permits , procedures with respect to variances , and penalty provisions . <br /> • Section 430: 15. Definitions. For the purposes of this ordinance, the words <br /> and phrases listed in this Section shall have the meanings set forth in this Section. <br /> Subd. 1 . ADVERTISING MESSAGE : that copy on a sign describing products or <br /> services being offered to the public. <br /> Subd. 2. ANIMATED SIGN: a sign which includes action or motion. <br /> Subd. 3. BILLBOARD: a sign erected for the purpose of advertising a product , <br /> event , person , or subject not entirely related to the premises on <br /> which said sign is located. <br /> Subd. 4. BUSINESS FRONTAGE: the linear length of a building facing the <br /> right-of-way. <br /> Subd. 5. CANOPY : a permanent roof structure attached to and supported by <br /> the building. <br /> Subd. 6. CHANGEABLE COPY SIGN: any sign which is characterized by changeable <br /> copy , letters, or symbols, regardless of method of attachment. <br /> Subd. 7. DIRECTIONAL SIGN: an on-premise sign designed to guide or direct <br /> pedestrian or vehicular traffic. <br /> Subd. S. ELECTRIC SIGN: any sign containing electrical wiring but not <br /> • including signs illuminated by an exterior light source. <br />' Subd. 9. FLAGS: devices generally made of flexible materials , such as <br /> cloth, paper, or plastic, and displayed on poles , strings or <br /> wires , but excluding the flag of any country or state. <br />
