The City Manager advised this <br /> 3 is being addressed by the Department. <br /> 4 <br /> 5 Mayor Pro-tem Ranallo has received some resident calls regarding tree removal <br /> 6 in the areas where tunneling is being done for well #5 lines. The City <br /> 7 Manager indicated on a wall map where the lines are being installed and the <br /> 8 tree removal is taking .place. He noted that the City is not being charged for <br /> 9 the easement across railroad tracks in this project. A resident was able to <br /> 10 make this arrangement with the railroad company for which he formerly worked. <br /> 11 <br /> 12 Construction is taking place approximately fifteen feet up from the street <br /> 13 which includes going into residents' yards into the easement. The City <br /> 14 Manager advised that this is a state and federal project and the City has <br /> 15 little control . Mature trees are being removed as is shrubs, decorative <br /> 16 landscaping and sod. <br /> 17 <br /> 18 The contractor for this project is Barbarossa which is a large contractor <br /> 19 and has a number one safety record in the country. The contractor had indi- <br /> 20 cated he intended to inform residents in a timely fashion what would be <br /> 21 taking place in front of their homes. The City Manager observed that this <br /> 22 has not been happening and some residents were given no prior notice when <br /> 23 work would be done immediately in front of their property. He has instructed <br /> 24 City staff to advise people when activities will be taking place in their <br /> 25 area. <br /> 26 <br /> 27 It was the opinion of the City Manager that the project has been moving quite <br /> 28 fast as it is presently one-fourth of the way on Belden. He has received very <br /> 29 few resident complaints at City Hall . <br /> 30 <br /> 31 The construction of the treatment plant is planned to commence in the middle <br /> 32 of April with a completion date of November. It will begin operation in <br /> 33 November, but the Ucy will receive it from the State i.n March, 1991 . The <br /> 34 intent is to have the treatment plant in operation for about five months <br /> 35 before it is turned over to the City. This is about a five million dollar <br /> 36 project. <br /> 37 <br /> 38 Councilmember Marks expressed his concern with chopping off trees. The City <br /> 39 Manager stated that every tree removed will be replaced with three trees. <br /> 40 They will be placed farther back from the water pipe than the location of <br /> 41 the present trees. <br /> 42 <br /> 43 Mayor Pro-tem Ranallo requested that the Council members be copied on all <br /> 44 responses staff sends to residents or requests: <br /> 45 <br /> 46 The Mayor Pro-tem advised that the Minnesota Torch Run is scheduled for <br /> 47 July 4, 5, and 6.. 11e requested staff to find out when the Run will be passinq <br /> 48 through St. Anthony as the City has many runners who may be interested in <br /> 49 participating. Councilmember Makowske also requested this information but <br /> 50 advised that all runner spots had to be committed by March 15th. <br />
