Allocation of 1990 CDBG- Funds (Resolution 90-015) <br /> 4 Sue VanderHeyden, Assistant to the City Manager advised this is the sixteenth <br /> 5 year of allocation of Community Development Block Grant funds. She advised <br /> 6 that the allocation for the senior citizen program includes eighteen per- <br /> 7 cent of the senior staff person's salary. <br /> 8 <br /> 9 Motion by Marks, second by Enrooth to approve passage of Resolution No. <br /> 10 90-015, a resolution approving pproving proposed program for year XVI urban <br /> 12 . Hennepin County community development block grant funds and authorizing <br /> 13 its submittal . <br /> 14 Motion carried unanimously <br /> 15 <br /> 16 2. Proposed Ordinance Amendment, Re: Temporary license to sell beer <br /> 17 The VillageFest Committee has requested the Council .to allow it to <br /> 18 sell 3.2 beer at the VillageFest on July 21 and 22. The City Attorney <br /> 19 advised by letter that the City's ordinance does not allow for temporary <br /> 20 licenses but the state statutes do.. The City Attorney felt it would be <br /> 21 appropriate for the Council to amend the ordinance. <br /> 22 <br /> �3 Councilmember Makowske inquired what the difference was between a license <br /> • 24 and a permit. The City Attorney responded that state statute refers to <br /> 25 a license and it should be referred to as a license on the municipal <br /> 26 level . There is no difference other than terminology. <br /> 27 <br /> 28 In response to a question regarding wine, the City Attorney advised that <br /> �9 the- ordinance does not permit wine. The ordinance defines beer as 3.2 <br /> 30 beer or non-intoxicating malt liquor as stated in state statute. Council- <br /> 31 member Marks questioned the accuracy of this definition. <br /> 32 <br /> 33 Motion by Makowske, second by Ranallo to approve the first reading of <br /> 34 Ordinance No. 1990-002. <br /> 35 <br /> 36 Councilmember Marks inquired what constituted a person who is of good <br /> 37 moral character and repute, as stated in the ordinance. The City Attorney <br /> 38 explained what criteria has to be met to qualify. <br /> 39 <br /> 40 Roll call : Makowske, Enrooth, Ranallo - aye <br /> 41 Marks - abstain <br /> 42 <br /> 43 3. Remodeling of Liquor Outlet - Country Store/New Market <br /> 44 The City Manager has been contacted by the new owner of the Country Store. <br /> 45 The owner intends to improve the front appearance of the store and inquired <br /> 46 if the City Council would be interested in doing some improvements to the <br /> 47 Liquor Store. <br /> 48 <br /> 49 It was the consensus of the Council that some improvements should be done. <br /> i50 What is being considered will cost approximately $11 ,000.
