Mayor Ranallo suggested this may be an opportunity to use volunteers. 4 5 Doug Jones, a resident of the City, felt rubbish removal should include a recycling charge. He stated his experience with a rubbish hauler. The 7 Mayor felt the City did not want to get into a billing responsibility R for rubbish hauling. Mr. Jones felt that recycling should be mandatory. 9 He suggested that one hauler could be responsible for picking up all 10 of the recyclables. 11 12 The City Manager stated that mandated recycling is coming very soon. 13 He felt that organized hauling in each city will be next . i4 15 Mayor Ranallo noted that "pooling" of rubbish is taking place in the 16 City already. He felt the Recycling Committee could make some sug- 17 gestions on this issue. 18 19 Report of Mayor Ranallo 20 Mayor Ranallo attended the 25th Anniversary Celebration of the Lions 21 Club. He presented a plaque to the organization from the City. He 22 was amazed at all of the activities this organization participated in 23 as well as the fundraising which was done that benefitted the City and 24 its residents. He noted there is a need for more members as the Lions 25 Club presently has eighteen members. The meetings are on the second and 26 fourth Tuesdays of each .month. 27 28 The Mayor received a letter from the Tri-City American Legion requesting 29 the Council to authorize participation in the Legion' s Fourth of July 30 Celebration in New Brighton. He requested members of the Council to give 31 this request some thought. 32 33 The Mayor' s preference is to have some celebration in St . Anthony. He 34 requested this be an agenda item at the next Council work session. 35 36 B. Report of the City Manager 37 38 a. Status of Filtration Plant 39 The City Manager thanked the Councilmembers who attended the GAC 4 0 ceremony. 41 42 Congressman Sabo' s office staff have contacted the City Manager re- 43 garding their willingness to help with EPA. EPA had contacted the 44 Congressman' s office and advised that the City has a "fully protected bS system." The staff is aware that the City is not accepting the system 46 and will gather more information on the City' s behalf. The faci.lity - - -- 47 still belongs to the MPCA. Senator Durenberger's office had expressed 48 a willingness to be of any help necessary to the City. Senator Marty's 49 staff has also been advised of the situation. 50
