Regular Council Meeting <br /> April 23, 1991 <br /> page 5 <br /> • 1 The City Manager stated to all interested parties that the City' s <br /> 2 residents expect and trust a fully protected system. He noted <br /> that if one of the pumps were not in use the pumping capacity of <br /> 4 the system would be reduced by two-thirds. Sprinkling bans are <br /> 5 anticipated for this summer. Presently, there is no backup. <br /> Y <br /> 7 A thank you letter has been sent to Congressman Sabo for his well wishes which <br /> P his staff who had attended the dedication conveyed to the City. <br /> 9 <br /> 10 b. Stop Sign at 29th Avenue and Crestview <br /> 11 A letter was sent to residents in the- area of this stop sign inquiring <br /> 12 if they held any opinion regarding the disposition of the sign. No <br /> 13 responses were received but it was felt that it may be prudent to <br /> i4 leave the sign in its present location. <br /> 15 <br /> 16 c. Assistant to the City Manager's Position Vacancy <br /> 17 The City Manager stated that Sue VanderHeyden will be missed. In light <br /> 18 of the State' s financial problems the City Manager is recommending that <br /> 19 the position be filled by an intern at an hourly rate without benefits. <br /> 20 He feels the position is important and that approximately eighty percent <br /> 21 of the tasks will focus on recycling. <br /> 22 <br /> 23 Mayor Ranallo recognized the need to be conservative with finances and <br /> 24 noted that the -City has already reduced the work force by eliminating <br /> 25 one police officer position and one public works position. <br /> 26 <br /> 27 8. PUBLIC HEARINGS <br /> 28 <br /> 29 A. Allocation of Community Development Block Grant Funds <br /> 30 The Public Hearing was opened at : 10 p.m. . It was scheduled for <br /> 31 7:45 but no one was in attendance for this issue so it was not <br /> 32 affected by the hearing opening later. <br /> 34 The public hearing is on the housing and community development needs <br /> 35 of the City. The Statement of Objectives consists of seven program <br /> 36 areas. The City Manager reviewed the program areas and the funds <br /> 37 which will be used for these programs. <br /> 39 Motion by Marks, second by Enrooth to close the public hearing at <br /> .40 8: 12 p.m. . <br /> 41 <br /> 42 Motion carried unanimously <br /> J,3 <br /> 44 Adoption of Resolution No. 91 -023 <br /> be Motion by Marks, second by Wagner to adopt Resolution No. 91-023 being <br /> 46 -a__reso.l ut i.on .approving.-proposed program for Year V1 I Urban Hennep i n <br /> 47 County Community Development Block Grant funds and authorizing its <br /> 48 submittal . <br /> 49 <br /> 50 Motion carried unanimously <br />
