Resolution No. 91 -024; Re: Police Union Agreement for 1992 <br /> Motion by Marks, second by Fleming to adopt Resolution No. 91-024 ; <br /> being a resolution ratifying the 1992 agreement between the City <br /> L of St. Anthony and American Federation of State , County, and <br /> P Municipal Employees (AFSCME) -Council 14, Local 57, representing <br /> 9 St. Anthony Police Department employees . <br /> 1C <br /> 11 Motion carried unanimously <br /> 12 <br /> 13 B. Resolution No. 91 -025; Re: Ramsey County Recycling Expansion Grant <br /> IM <br /> 5 Agreement <br /> 15 Motion by Marks, second by Enrooth to adopt Resolution No. 91-025 <br /> 17 being a resolution approving the Ramsey County Recycling Expansion <br /> 18 Grant Program. <br /> 19 Motion carried unanimously <br /> 20 <br /> 21 C. Sidewalk Petition <br /> 22 Mayor Ranallo had received a petition from residents on Silver Lane <br /> �3 for the installation of a sidewalk on the south side of that street. <br /> 24 The City Manager advised that the owners of the Equinox Apartments <br /> 25 have stated they will not support the installation of the sidewalk. <br /> 26 The assessment for these apartments would be approximately $14,000. <br /> 27 <br /> 78 The City Manager advised that to assess a benefitted property owner <br /> �9 the City has to prove that the property will be benefitted in property <br /> 30 value in the same amount as the assessment . He suggested that an <br /> 31 appraiser could be hired to prove the benefit of this sidewalk. The <br /> 32 appraiser services will add to the cost of the project which is esti- <br /> 33 mated to be approximately $27,000. If benefit is not proven the City <br /> would be responsible for a portion of the costs on the southside <br /> 35 of the project. <br /> 36 <br /> 37 Doug Jones stated that the Sports Boosters have indicated a willingness <br /> 38 to participate in the costs for material for the project. <br /> 39 <br /> 40 Mayor Ranallo advised that pull tab monies cannot be used to benefit <br /> 41 one area. These funds must be used to benefit all . He requested the <br /> 42 City Manager to contact the State Charitable Gambling Board regarding <br /> 43 this matter. The City Manager will also contact Ramsey County to inquire <br /> 44 if C.D.B.G. funds for this purpose. <br /> bg <br /> 46 Motion by Marks, second by Wagner to receive the peti-tion and place. i-t. <br /> 47 on file and to direct the City Manager to contact an appraiser. <br /> 48 <br /> 49 Motion carried unanimously <br /> 50 <br /> • <br />
