He added that fields in New Brighton and Roseville may also be
3. used during local construction.

Louiselle stated that if alcohol is served at Silver Point Park, residents nearby may be
offended. He added that at Central Park, there is a buffer between houses and the fields,
which may be more acceptable to residents.

Wolff asked whether Emerald Park could be used for adult softball or for traveling youth
baseball. Hubmer replied that Emerald Park is too small for adult games, but could be
suitable for youth softball, especially for those under age 13.

Wolff stated there is a need for pre-teeball, and that perhaps Emerald and Silver Point
Parks could be used for this.

Hubmer stated more input is needed from the Commission and the community on this
issue.

Wolff stated a soccer field is needed to replace the one being lost behind Central Park.
Wagner and Louiselle agreed with this statement.

Morris asked if the conceptual drawings are to scale. Hubmer replied that yes,the
drawings are to scale. -

Kosciolek asked how close the play area is proposed to be in relationship to the highway,
and whether it may need to be reconfigured.

. Hubmer stated the basketball court and playground have been moved away from County
Road 88,but this move could affect the size of a future soccer field. He asked whether
the picnic shelter is necessary, and if it could be removed to install the play area in that
position.

Kosciolek stated she is concerned about the play area being near the highway.'
Wolff stated the play area could be near the homes in that area, which could create a
buffer.

Lambrecht asked whether it,would be safer to switch the playground area site with that of
the basketball court, so as to contain stray softballs. Hubmer stated that players generally
hit balls farther down the line and the central field may be safer.

Louiselle asked whether Silver Point Park is envisioned as a recreational park only, and
not.for competitive sports, as he hasn't seen much basketball played in that park.
