Parks Commission Meeting Minutes <br /> August 10, 1998 <br /> Page 14 <br /> 1 No motion was made,but the Commission agreed to table the issue until September 14, <br /> 2 1998. <br /> 3 . VII. OTHER BUSINESS... <br /> 4 Jindra asked how school board meetings are conducted as far as audience participation. <br /> 5 Wolff explained the procedure for handling audience participation during school board <br /> 6 meetings. She said that Robert's Rule of Orders are followed. Anyone wishing to <br /> 7 address the school board must notify a school board representative prior to the meeting. <br /> 8 There also is a sign-up sheet at each meeting for participants to schedule public speaking <br /> 9 during open mike time. Speakers are limited to a combined total of ten minutes per <br /> 10 meeting. The school board has the authority to suspend this rule at any time. A second <br /> 11 sign-up sheet is used to address specific agenda items for each meeting. Public speaking <br /> 12 time is also limited in this portion of the meeting. The Commission can then ask <br /> 13 questions of the speakers,-but do-not engage in dialogue with the public.. <br /> 14 In meetings he attends, Wagner stated participants can be placed on the agenda if they ask <br /> 15 ahead of time. He said that people basically sign up ahead of time, and there may or may <br /> 16 not be open mike time. He said that people can address the Commission on any item, as <br /> 17 long as order is kept. Also, speakers are asked to.identify themselves and tell where they <br /> 18 live, so this information is on record. <br /> 19 <br /> 20 Jindra stated the Commission should decide how best to handle audience participation, <br /> 21 using these ideas. She reminded the Commission that each meeting would be on a time <br /> 22 limit. <br /> 23 Wolff stated it is important to post agendas publicly. Louiselle agreed that the agendas <br /> 24 should be posted publicly.: <br /> 25 Siggelkow suggested that public hearings begin after call to order. He added that.agenda <br /> 26 items should be tabled until that point is reached., <br /> 27 <br /> 28 Morris suggested the Commission take written comments from the public.He added that <br /> 29 this notice could be put in the paper to advertise what agenda items are coming up and <br /> 30 ask the community at large for their,input. <br /> 31 Jindra stated that the community is usually very grateful that their input is valued. <br /> 32 Lambrecht suggested there be a standing opportunity for residents to send in comments <br /> 33 and questions. She suggested these be sent to Jay Hartman, which he could then bring to <br /> 34 the next Commission meeting. <br /> fated this procedure could be added to the Commission agenda.
