1® <br /> City Council Regular Meeting Minutes <br /> January 11, 2000 <br /> . Page 8 <br /> 1 Cavanaugh reviewed the letter step by step with the Council and with Mr. Hubmer. In response <br /> 2 to questions about the additional funding of$10,000 for the project, Cavanaugh responded that <br /> 3 the Council had promised the residents affected by the Harding project that the City would do a <br /> 4 goodjob. <br /> 5 Motion by Sparks to approve the additional funding of$10,000 for landscaping fees. <br /> 6 Motion carried unanimously. <br /> 7 Cavanaugh asked if the Council would be interested in participating in the community meeting <br /> 8 scheduled for February 29, 2000. Mr. Hubmer stated that, although the Council was welcome to <br /> 9 attend, often times the residents look for answers from Councilmembers versus trying to work <br /> 10 through the process of developing ideas and providing discussion. <br /> 11 On the other hand, Cavanaugh stated, the Council wishes to be in tune with the residents and that <br /> 12 information is as critical to the Council as to.the residents. <br /> 13 Thuesen cautioned that if any Councilmember were to attend the community meeting, that the <br /> �4 appropriate rule.would be one of observation. In other words, the purpose of the meeting is for <br /> 5 the residents to chose options and alternatives, and eventually return to the Council. <br /> 16 Horst countered that, although he understands the Council's hesitation about attending the meet- <br /> 17 ing, he would regret it if the Council was perceived by the residents as uncaring because there <br /> 18 were not any members from the Council in attendance. <br /> 19 Thuesen offered his belief that the Council has demonstrated in the past that it is interested in lis- <br /> 20 tening and willing to cooperate in order to provide the best outcome for situations. <br /> 21 Morrison suggested that the City consider coordinating appraisal efforts with the residents, and <br /> 22 he stated that he would consult with the City Attorney regarding that matter. <br /> 23 Mr. Hubmer directed the Council's attention to the Schedule, Budget, and Funding Schedule pre- <br /> 24 sented in the meeting packets. He proceeded to review each project, the expenditures to date, <br /> 25 and the anticipated expenditures. Additionally, Mr. Hubmer reviewed the funding sources and <br /> 26 any particulars noted pertaining to funding. <br /> 27 In response to some concern about funding, Morrison explained that the previous Council had <br /> 28 made stipulations that bids would not be approved until the City had received the final tally from <br /> 29 the State in approving the 29th Avenue reconstruction. <br /> 00 Sparks questioned if a smaller-scaled project, for example a 75-year flood protection as opposed <br /> 31 to a 100-year protection, would change the scope of the project to date.
