Mr. Jay Hartman' 59 <br /> July 19, 2000 <br /> Page 4 <br /> Materials that would need to be purchased from Traffic Control Corporation would include five (5) <br /> detectors (as described above),cable to operate,each detector,the cabinet control equipment to operate the <br /> EVP system,and a card rack within.the controller cabinet to.house the EVP cabinet control equipment(the <br /> controller cabinet at this intersection does not contain a card rack to mount.this equipment, whereas the <br /> previous three intersections do contain this card rack). <br /> Hennepin County would have relatively minor work to complete at this intersection to make the EVP <br /> system operational (approximately 5 hours of labor and some materials). The County estimates that this <br /> work can be completed for approximately $350. <br /> With this intersection somewhat sharing jurisdiction with the City of Roseville (with Roseville emergency <br /> vehicles often going from westbound to northbound through this intersection), the City of Roseville was <br /> approached on behalf of the City of St. Anthony to see if Roseville would be open to providing funding <br /> for this EVP system. According to Doug Strong of the City of Roseville, since the use of this intersection <br /> by Roseville emergency vehicles is somewhat minor, and since emergency vehicles can make the <br /> westbound to northbound movement via use of a free right condition(island provides for this movement), <br /> Roseville emergency vehicles do not need to access the signalized portion of the intersection. Coupling <br /> this with a lack of available funding,the City of Roseville indicated that they are not able to provide any <br /> funding for this EVP system. <br /> 5. Silver Lake Road/Kenzie Terrace at StAnthony Boulevard <br /> Many conflicts exist with sight distance for all intersection approaches, due to curves in the roadway <br /> (northbound, southbound and eastbound) and due to the close proximity of the nearest signalized <br /> intersection to the east (at New Brighton Boulevard). In addition, with this intersection being a main <br /> intersection for both the police and fire departments,proper and effective detection is imperative to each <br /> agency for quick timing of the EVP system. <br /> To accommodate emergency fire department traffic from the nearby fire station to this intersection (and <br /> for emergency vehicles turning right at this intersection and continuing east to the New Brighton Boulevard <br /> signal system),it is recommended that push buttons be installed in the garage area of the fire station to call <br /> both this signal system and the signal system at New Brighton Boulevard. A separate button would be <br /> installed to activate the EVP system at each intersection,thus fire station traffic'continuing north on Silver <br /> Lake Road would not need to activate the EVP system for New Brighton Boulevard and tie traffic up at <br /> that intersection. <br /> With southbound Silver Lake Road to eastbound St. Anthony Boulevard being a principal route for <br /> emergency police traffic,detection needs to be designed to not only advance call this signal system but also <br /> the signal system at New Brighton Boulevard (and thus clear traffic from both intersection approaches). <br /> The recommended way to provide detection to each EVP system is to install a detector on the inplace street <br /> • light near the signal controller cabinets(southeast corner of the intersection). This detector would not only <br /> provide adequate sight distance for southbound traffic to this signal system but would also provide early <br /> call time to the EVP system at New Brighton Boulevard (thus starting to clear traffic out from the area <br />
