43 <br /> Proposed Agreement Between the <br /> City of St. Anthony and the <br /> Minneapolis Fire Department <br /> The Minneapolis Fire Department was established in 1878. We are presently the largest fire <br /> department in the state with an authorized strength of 495. The Minneapolis Fire Department <br /> currently operates out of 19 fire stations with 29 rigs that are staffed with approximately 120 fire <br /> personnel each day. We average approximately 35,000 runs per year with an average <br /> response time of 3 '/ minutes. The Minneapolis Fire Department has an annual budget of <br /> approximately $38 million. We currently have mutual aid agreements with the North Suburban <br /> Mutual Aid Association and the Southwest Mutual Aid Association. <br /> It should be noted that in every survey conducted of City of Minneapolis Departments, the Fire <br /> Department as stood out as the best department in the City with a 90-95%approval rating. We <br /> are clearly one of the most progressive fire departments in the state of Minnesota, and <br /> considered one of the best in the nation with our resources, training, aggressive firefighting <br /> tactics. The Minneapolis Fire Department has a highly qualified, diverse workforce and 100% of <br /> our firefighting personnel are certified Emergency Medical Technicians. <br /> After a report of fire in Minneapolis, on average the first rig will arrive at the scene within 3 % <br /> minutes. A full first alarm response will bring 28 fire suppression personnel to the scene; a <br /> second alarm will bring 50 fire suppression personnel to the scene. A third alarm increases the <br /> total of fire suppression personnel on the scene to 65; and the fourth alarm will result in 77 fire <br /> suppression personnel at the scene. <br /> Services the Minneapolis Fire Department could provide the City of St. Anthony include: <br /> • Fire suppression <br /> • Emergency medical service <br /> • Hazardous materials response <br /> • High angle/confined space technical rescue <br /> • Fire prevention activities that would include code inspections, plan review, and education <br /> If the Minneapolis Fire Department enters into agreement with the City of St.Anthony, St. <br /> Anthony would not be treated as a separate entity, but would be integrated into the overall 911- <br /> response area we now serve. We would respond to every call for service at any address in St. <br /> Anthony with the same resources and professionalism as any address within the Minneapolis <br /> city limits. <br /> When entering into an agreement with St. Anthony we are willing to accept, on a lateral transfer <br /> basis, all current career firefighters on the St. Anthony Fire Department(which I believe total <br /> seven at this time). We have worked with Chief Joel Hewitt for over 7-8 years and Assistant <br /> Chief Rick Pfeifer for over 20 years and are well aware of their qualifications. They would have <br /> absolutely no problem fitting into the structure of our organization. The existing St. Anthony <br /> firefighters would be guaranteed employment after passing a medicallpsychological entrance <br /> examination and would benefit by a salary structure that is higher than what they currently have. <br />
