42 <br /> was limited as to where the sign could be placed, given obstruction and visibility issues <br /> along Silver Lake Road. <br /> The sign code stipulates minimum conditions with respect to the issuance of any -°- <br /> conditional use permit for an electronic message sign (see attached). Those items are <br /> covered the City's attached application. Staff is recommending the following conditions: <br /> (1) flashing and animation prohibited; (2) hours of operation are limited and shall be <br /> between the hours of 6 a.m. and 10 p.m; (3) message changeability should be minimum <br /> required to accomplish the purpose of the sign (staff is recommending every five <br /> minutes; that is negotiable); and (4) sign aesthetics--such as color (red or white), size of <br /> reader board and sign (not to exceed what is proposed), construction materials (brick <br /> base to match brick on the City Hall building), and landscaping (this can be basic,.such <br /> as shrubbery shown on site plan, or an elaborate landscape plan, which would be <br /> preferred; budget will dictate this); (5) consideration should be given to safety and <br /> neighborhood; and (6) sign may only be used to promote items of general interest to the <br /> community. The Planning Commission may have other conditions to add to this list. <br /> To regulate content, staff has drafted the attached sign policy. The City Council will be <br /> approving the policy to go with sign implementation.
