Briefly describe the methodology you will use to locate an. <br /> interested , qualified developer ( s ) . . . <br /> The original development community is relatively small in <br /> the Twin City metropolitan area . Inasmuch as we have worked <br /> closely with major developers and redevelopers over the past <br /> ten years , we would use a method with the following approach : <br /> Direct advertising in trade journals , including <br /> "Finance and Commerce" , "Minneapolis Homebuilders" , <br /> "St . Paul Homebuilders" , "National Association of <br /> Housing and Redevelopment Officials" , "National <br /> Association of Office and Industrial Parks" , Multi- <br /> Family Association , and Minnesota Industrial Devel- <br /> oper ' s Association . <br /> • We would develop a select solicitation list to <br /> interest selected developers who have shown previous <br /> successful "track records" in developments in Minne- <br /> sota and the surrounding states . We would send out <br /> land data reports offering a Statement of Public <br /> Disclosure and Statement of Financing to each of <br /> the selected list of developers . We would hold <br /> developer ' s briefings and arrange speaking presen- <br /> tations at major trade organization meetings . We <br /> would hold a broker ' s meeting with the major brokers . <br /> Our experience has been that the select solicitation <br /> list method with selectively placed ads , has been <br /> most successful in all of the redevelopments which <br /> we have accomplished to date . We would want to <br /> refine the marketing methods , working closely with <br /> the HRA . We see no reason to pay broker ' s fees , <br /> which are estimated at 7-10°0 of the purchase price , <br /> in order to market this valuable redevelopment land. <br /> 4 . Please describe how the tax increment district will be formed . . . <br /> Mr . Krier , working with the HRA , will establish a tax incre- <br /> ment district from the tax increment financing plan which <br /> was completed in 1981 . The cost of forming the tax increment <br /> district is included in our proposal . <br />
