The diligence of the Commission member who had .made a <br /> • distinction between tanning human bodies and animal hides was noted , <br /> with appreciation. <br /> Motion by Councilman Marks and seconded by Mayor Sundland to approve <br /> the first reading of Ordinance 1982-005 . <br /> ORDINANCE 1982-005 <br /> AN ORDINANCE RELATING TO LAND USE, <br /> PROVIDING FOR BODY TANNING SALONS AS A <br /> CONDITIONALLY PERMITTED USE <br /> Motion carried unanimously . <br /> It was agreed the requirement that the permit be given a yearly <br /> review would probably provide assurance that the City codes and <br /> ordinances will be followed for the operation and the consensus was <br /> that the Council would be given the opportunity of adding conditions <br /> to the final approval of the permit. Councilman Enrooth noted the <br /> residents who had expressed some concerns about the salon had failed <br /> to avail themselves of the opportunity to discuss the proposal with <br /> the Council. Mr. Jones said all comments he has received have been <br /> very favorable with some residents , who are clients of the Maplewood <br /> Center, expressing a desire to have the services made available closer <br /> to home. <br /> Mayor Sundland indicated he believes it would be a good idea for the <br /> Planning Commission to be kept fully informed about the physical <br /> installation of the Cable T.V. lines and for a Teleprompter official <br /> to appear before them. <br /> The minutes of the Play 12th meeting of the Chemical Abuse Information, <br /> Committee and the April Financial Report were accepted as informational . <br /> Finance Director, Carol Johnson, assured the Council that it is <br /> normal for the City to have a negative cash flow at this time of the <br /> year when no tax revenues are coming in , but that we did not have a <br /> problem with the total cash flow picture . <br /> Noting the reference in the May 20th staff notes to the difficulty <br /> in keeping the restrooms in the parks open , Councilman Marks suggested <br /> Police Reserves might provide the supervision for the facilities .' <br /> Steve Campbell had submitted a tabulation of the bids received May 20th <br /> for the St . Anthony Boulevard bridge and approaches in his memorandum <br /> of May 25th in which -he recommended the contract be awarded to the <br /> low bidder, the Matheny Construction Company , 1650 Highway 10 , Elk <br /> River, Minnesota in the amount of $496 , 659 . 48. The Mayor reminded the <br /> Council that the total costs will probably run closer to $540 ,000 <br /> when the engineering .costs are added in. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> • adopt the resolution which accepts the bid by Matheny Construction <br /> Company in the amount of $496 , 659 . 48 for the reconstruction of the <br /> St. Anthony Boulevard Bridge over the Burlington Northern Railroad. <br />
