Councilman Marks stated that he has always voted against this type of permit because he perceives a great inconsistency in the City posting "No Alcoholic Beverages" signs in the parks and making exceptions for events like this . He requested that the matter be tabled until staff had checked on the insurance question. Motion by Councilman Makowske and seconded by Councilman Marks to table action on the Scott temporary beer permit for further infor- mation from staff. Motion carried unanimously. Motion by Councilman Marks and seconded by Mayor Sundland to approve payment of all verified claims listed for February 29th in the March 13, 1984 Council agenda. Motion carried unanimously . Payment of $603 to Westwood Planning and Engineering had been tabled at the March 13th Council meeting for Tfu°rther� staff research and the Manager had in his March 27th memorandum, advised that this. ._repre- sented a legitimate claim for delayed interest due Westwood prior to the date the contract was transferred to the Derrick Company. He therefore, recommended the claim be referred to the Housing and Redevelopment Authority for payment. Motion by Councilman Marks and seconded by Councilman *lakowske to refer the payment of $603 in interest due Westwood Planning and Engineering, Inc. for payment by the H.R.A. Motion carried unanimously. Brad Bjorklund and Ron Hansen of the Planning Commission were present and Commissioner Bjorklund reported the Commission recommendations to the Council as reflected in the minutes of the Commission meeting held March 20th. He said, although the Commission members were happy with the allocations proposed by the staff for the City 's Year X Community Development Block Grant funding, several had made suggestions for other uses, as reported in the Commission minutes . In reference to the suggestion that the CDBG funds might be used to construct sidewalks .along Stinson Boulevard and 37th Avenue N.E. , Councilman Marks recalled there had been a task force established years ago to study sidewalks-for the City and he asked Commissioner Bjorklund whether the present Commission had considered setting up a comprehensive plan for sidewalks .
