He said he would have no objection to having the Commission consider the use of CDBG funds for that purpose for subsequent years, since it would- be too late to include that proposal in the 1984 allocation. Mr. Childs indicated the Commission would be finalizing these allo- cations at a special meeting, April .3rd. Commissioner Bjorklund then read the Commission recommendation that the Council approve the new clubhouse proposed for the Gross Golf Course. Commissioner Fnrooth asked him whether the Commission had been satisfied that the additional 20 parking spaces proposed by the Minneapolis Park and Recreation Board would be adequate, considering the amount of on-street parking on St. Anthony Boulevard there is during the golf season. Councilman Makowske indicated she was con- cerned the problem would only be intensified during the construction this summer. Commissioner Bjorklund told them he had personally questioned whether adequate parking had been proposed, but the rest of the Commissioners had been convinced by the park representatives that the new clubhouse would generate no increase in the number of rounds of golf played on the course and that the 'only increase in patronage might be a few more employees of neighboring firms who might use the new lunchroom. The parking which would be provided would be adequate for any winter activities the Board might initiate, he added. Mr. Hamer commented that the boulevard is not wide enough to permit parking on both sides and the City has put up "No Parking" signs along• the side near the cemetery. The Mayor indicated he perceived the parking restrictions would have to be enforced as stringently as the Park Board restrictions against the use of their property was enforced during the time the St. Anthony Boulevard bridge was being recon- structed. Commissioner Hansen reported that the Park Board representatives had acknowledged that , if parking became a problem during construction, they would have to come to the City for permission to park on the street and they had agreed to "expedite temporary parking on their own property as soon as possible" . He recalled there had been a reference made to possibly adding between 38 to 48 additional parking stalls, if necessary. Motion by Commissioner Makowske and seconded by Commissioner ,Marks to follow the recommendation of the Planning Commission to approve the Minneapolis Park and Recreation Board request that they be permitted to construct a new clubhouse at Gross Golf Course as presented on the site, building, landscaping, lighting and building elevations plans dated February 17, 1984 , finding as did the. Planning Commission, that the proposed structure would complement the natural park-like Gross Golf Course environment and because the Commission had reported the Park Board representatives had adequately responded to Commission concerns regarding the maintenance of the property and security for the premises during the off hours; had indicated they intend to in- crease their- parking facilities by at least 20 spaces; and had designe the roadways in such a manner as to justify a curb cut off St. Anthony Boulevard.
