-4- <br /> opposed to the idea of constructing sidewalks along Silver Lake Road <br /> but, since that time, had come to believe there might be a need for <br /> providing greater pedestrian safety along that high traffic roadway . <br /> He said he would have no objection to having the Commission consider <br /> the use of CDBG funds for that purpose for subsequent years, since it <br /> would- be too late to include that proposal in the 1984 allocation. <br /> Mr. Childs indicated the Commission would be finalizing these allo- <br /> cations at a special meeting, April .3rd. <br /> Commissioner Bjorklund then read the Commission recommendation that <br /> the Council approve the new clubhouse proposed for the Gross Golf <br /> Course. Commissioner Fnrooth asked him whether the Commission had <br /> been satisfied that the additional 20 parking spaces proposed by the <br /> Minneapolis Park and Recreation Board would be adequate, considering <br /> the amount of on-street parking on St. Anthony Boulevard there is <br /> during the golf season. Councilman Makowske indicated she was con- <br /> cerned the problem would only be intensified during the construction <br /> this summer. Commissioner Bjorklund told them he had personally <br /> questioned whether adequate parking had been proposed, but the rest <br /> of the Commissioners had been convinced by the park representatives <br /> that the new clubhouse would generate no increase in the number of <br /> rounds of golf played on the course and that the 'only increase in <br /> patronage might be a few more employees of neighboring firms who might <br /> use the new lunchroom. The parking which would be provided would be <br /> adequate for any winter activities the Board might initiate, he added. <br /> Mr. Hamer commented that the boulevard is not wide enough to permit <br /> parking on both sides and the City has put up "No Parking" signs along• <br /> the side near the cemetery. The Mayor indicated he perceived the <br /> parking restrictions would have to be enforced as stringently as the <br /> Park Board restrictions against the use of their property was enforced <br /> during the time the St. Anthony Boulevard bridge was being recon- <br /> structed. <br /> Commissioner Hansen reported that the Park Board representatives had <br /> acknowledged that , if parking became a problem during construction, <br /> they would have to come to the City for permission to park on the <br /> street and they had agreed to "expedite temporary parking on their <br /> own property as soon as possible" . He recalled there had been a <br /> reference made to possibly adding between 38 to 48 additional parking <br /> stalls, if necessary. <br /> Motion by Commissioner Makowske and seconded by Commissioner ,Marks <br /> to follow the recommendation of the Planning Commission to approve the <br /> Minneapolis Park and Recreation Board request that they be permitted <br /> to construct a new clubhouse at Gross Golf Course as presented on the <br /> site, building, landscaping, lighting and building elevations plans <br /> dated February 17, 1984 , finding as did the. Planning Commission, that <br /> the proposed structure would complement the natural park-like Gross <br /> Golf Course environment and because the Commission had reported the <br /> Park Board representatives had adequately responded to Commission <br /> concerns regarding the maintenance of the property and security for <br /> the premises during the off hours; had indicated they intend to in- <br /> crease their- parking facilities by at least 20 spaces; and had designe <br /> the roadways in such a manner as to justify a curb cut off St. Anthony <br /> Boulevard. <br />
