3 -
Bob Christen, who had provided garbage hauling service in the City -for many .years , ,
and is now associated with Waste Management, appeared later in the evening to
reiterate the improvements the firm proposes to make to improve City service. Mr.
Christen commented that he did not believe the. residents realized how much..of the
tornado debris Waste Management had hauled away and said, with 1700 customers in
St. Anthony, it was almost impossible to give the same type of personal service
he had to a smaller number of customers in the past. However, Mr. Christen told
the Council members, he intends to continue to protect the interests of his
friends in St. Anthony and to see that service to the City is enhanced rather than . , .
curtailed.
Councilman Ranallo reported he and Councilman Makowske had been present at the
press conference where it was announced that Channels 4, 9, and 11 would be donating
the balance of funds needed to provide a state-of-the-art Doppler radar system for
testing by the National Weather Service. He also indicated he had made the
presentation of the plaque of appreciation from the City, which had been donated
by Bill Lucking of Lucking Machine, to the 160 members Mennonite community in
Cumberland, 1isconsin, many of whom had made the trip from Wisconsin several days
in a row to aid in the clean up of the City after the tornado.
According to the Councilman, the community creed is to aid their fellow man and,
although they refused to have pictures taken of the presentation, the Mennonites
expressed their gratitude at having their efforts recognized in such a manner.
Councilman Marks reported attendance at a financial planning session of the
executive committee for the Youth Service Bureau, and, when the minutes for the
May 7 meeting of the Chemical Abuse Information Committee were considered later
in the evening, the Councilman reiterated his desire that funding of the two
agencies be included in this year's budgeting process.
He and Councilman Makowske had also attended a recent hearing conducted by the
Minnesota Pollution Control Agency, Councilman Marks said.
George Wagner reported the numerous matters the Planning Commission had acted on
during their June- 19 meeting. Commission recommendations of approval were
accepted for the following:
i
Motion by Councilman Makowske and seconded by Councilman Marks to follow the-
recommendations of the Planning Commission to approve the request from Mike McGinn,
4021 Fordham Drive, to subdivide without platting, Lot ,9, Block 4, Mounds View p
Acres (described as 4017 Fordham Drive) into two single family residential lots,
approximately 62.25 feet wide by 296 feet in length, totalling 18,400 square feet
each, and to grant the necessary variance to the City Zoning Ordinance which
requires a minimum lot width of 75 feet, finding, as did the .Planning Commission,
that:
1. No opposition to the proposal had been demonstrated since May 15 when the
Planning Commission had given conceptual approval to the request.
2. The applicant had secured the signatures of his neighbors on a .document which
indicated their approval of the proposed lot split and variance.
3. The unique physical attributes of this property and the adjoining .lots, as
well as the fact that the property to:the rear remains undeveloped _and. that a
precedent for similar lot splits exist in Mounds View Acres and on,the adjoining.
properties, where, quality homes have been constructed by the applicant., would
appear to justify the approval of the request:.
