Motion by Mayor Sundland and seconded by Councilman Enrooth to accept the Planning . Commission recommendation that a variance be granted to the Elmwood Lutheran Church which would allow the installaton -of-a 14 foot by 70 foot mobile home to be used for classrooms, to the north of the existing church building at 3615 Chelmsford Road N.E. , during August 1984, for period not to exceed two years, with provision for the extension of that permit subject to the review and determination of City. staff. The Council finds, as did the Planning Commission, that: 1: A proposed -addition to the existing church building, which meets the approval of the neighbors, is in the planning stages and that project is the reason the temporary structure is needed. 2. The temporary structure would be installed in an area where it would not be easily seen. 3. There was no opposition to the proposal which rather was supported in writing by the neighborhood spokesman and in person by the two closest neighbors. 4. A precedent for permitting such structures had been established in the City prior to this request. Motion carried unanimously. The Mayor told Commissioner Wagner he found it very helpful to have the Commission insight regarding the signage for the St. Anthony Court and Craig `•torris' shop, as well as for the four requests which the Commission had given conceptual review. One of the applicants, Gary Dooner, was present to request a quick resolution for ® his addition proposal but the Manager told him the variance which remained had to be given a public hearing before the Planning Commission before he could proceed with his building project. The February Financial report and June 19 staff meeting notes were noted and ordered filed after Mr. Childs had reported there would be a vacancy on the Fire Department in two weeks because Kenneth Fredericks would be leaving them to join the Coon Rapids Fire Department. The Manager indicated the vacancy would be internally publicized to give those reserves and volunteers who deserve the chance, the opportunity to be interviewed and tested for the position. If a replacement cannot be found in this manner, the e opening would be advertised on the outside, and qtr.
