• 410 . 05 Water Reading and Billing. <br /> Subd . 1 . Meter Reading . All water meters will be read <br /> quarterly on or before the third day of the months of <br /> January, April , July and October by the person in whose <br /> name the water account is carried . Meter readings will be <br /> recorded on forms supplied by the Water Department and must <br /> be returned to the City Hall for billing on or before the <br /> above specified quarterly dates . If the meter reading date <br /> deadline falls on a Saturday, Sunday or legal holiday, it <br /> is extended to the first day thereafter on which City <br /> offices are open. A late fee in the amount set forth in <br /> Chapter 6 will be added to each account for failure to make <br /> a timely meter reading . <br /> Subd . 2 . Billing and Payment . Quarterly water statements <br /> will be sent out on or around the 15th day of the months of <br /> January, April , July and October and are payable on or <br /> before the 15th day of the following month. If payment is <br /> made by U. S . mail, a bill will be considered paid as of the <br /> date of postmark. If the payment date deadline falls on a <br /> Saturday, Sunday, or legal holiday, payment may be made on <br /> or prior to the first day thereafter on which City offices <br /> are open. If payment is not timely made, a late fee in the <br /> amount set forth in Chapter 6 is due. If payment on a <br /> quarterly statement is not made on or prior to the 5th day <br /> • of March, June, September or December respectively, the <br /> City will send a final notice of payment overdue to the <br /> customer by certified mail , notifying the customer that <br /> (a) payment must be received at the City Hall within five <br /> days ; (b) failure to make such payment in full within the <br /> five-day period will result in the discontinuance of water <br /> service; (c) the customer has the right to a hearing before <br /> the Director of Public Works before water service is <br /> discontinued, provided the customer has made a request for <br /> a hearing within the five-day period . If a request for a <br /> hearing is timely made by the customer, a hearing will be <br /> held in accordance with the provisions of Subsection <br /> 410 . 06 . If a payment is not received and a hearing request <br /> is not timely made, the City may discontinue service to the <br /> customer . A charge will be made to the customer in the <br /> case of discontinuance of service for nonpayment of a water <br /> bill , and a charge will also be made to the customer for <br /> turning on the water service after it has been shut off for <br /> nonpayment , each in the amounts set forth in Chapter 6 . <br /> Payments of any bill must be made at the City Hall , and <br /> employees of the Water Department are not authorized to <br /> accept payment of any bill . <br /> • 4-5 <br />
