w' <br /> ventilation and heating facilities are properly installed, • <br /> safely maintained and in good working condition, and must <br /> provide and maintain in good working condition a lighting <br /> system which will provide two-foot candles of light in every <br /> public hallway and stairway. <br /> 530 . 15 Building Condition. Each multiple dwelling is to be <br /> maintained so that the interior, foundations , exterior walls <br /> and roofs are reasonably weathertight , watertight , and rodent <br /> proof, and so that the multiple dwelling is kept in a clean, <br /> safe and sanitary condition. <br /> 530 . 16 Yards . Open Space and Parking. Each multiple dwelling <br /> is to be maintained so that the yards , open spaces and parking <br /> facilities are kept in a clean, safe and sanitary condition. <br /> Except for paved areas existing on October 15, 1981 and hard <br /> surfacing subsequently approved by the City, yards and open <br /> spaces must be covered with grass or other suitable ground <br /> cover so as to avoid drainage and soil erosion problems . <br /> Adequate lighting facilities must be provided and operated <br /> between the hours of sunset and sunrise . Snow plowing or snow <br /> shoveling must be done regularly to maintain all sidewalks , <br /> driveways and parking areas in a safe and passable condition. <br /> 530 . 17 Safety from Fire . All multiple dwellings must comply <br /> with applicable provisions of the Fire Prevention Code of the <br /> City. All fire lanes established by the City on the property <br /> must be kept open. <br /> 530 . 18 Inspections and Investigations . <br /> Subd . 1 . Manager and Inspector Authorization. The City <br /> Manager and delegated inspectors are authorized to make <br /> inspections reasonably necessary for the enforcement of <br /> this Section. <br /> Subd . 2 . Police and Health Authorization . All police <br /> officers , sanitarians , or health officers of the City may <br /> inspect a multiple dwelling when requested to do so by the <br /> City Manager . <br /> Subd. 3 . Authority to Enter . All persons authorized to <br /> inspect have the authority to enter , at reasonable times , <br /> any multiple dwelling licensed pursuant to this Section . <br /> Subd . 4 . Notification of Violations . Persons inspecting a <br /> multiple dwelling must notify the licensee of all <br /> violations , if any, by written notice . The notice will <br /> direct compliance in not less than 15 days , unless extended <br /> by the City Manager for good cause . <br /> 5-4 <br />
