Redevelopment Plan -- 3901/3909 Silver Lake Road <br /> 4 <br /> 5 Management Assistant Urbia discussed the TIF proposal and draft redevelopment <br /> 6 plan. Urbia stated that the project would not be a lengthy TIF, with a quick payoff. <br /> 7 In addition, the benefits to St. Anthony in providing an excellent transitional buffer <br /> 8 zone from residential to commercial and the enhancement of the tax base are <br /> 9 important to consider. <br /> 10 <br /> 11 Commissioner Gondorchin questioned the hours of operation. Mr. Vogel, who <br /> 12 represents the dentist consortium, answered approximately 7 A.M. to 7 P.M.,Monday <br /> 13 through Friday and something less on Saturday. Commissioner Franzese asked staff <br /> 14 what the zoning of the property was. Urbia stated it was commericial. Franzese <br /> 15 asked staff if the existing home could be used for commercial for a new business. <br /> 16 Urbia stated it could but it would need to be brought up to code if any remodeling <br /> 17 took place. Commissioner Thompson asked Mr. Vogel what the berming and foliage <br /> 18 plans would be. Mr. Vogel stated that considerable berming and trees would be <br /> qP1 19 added to seperate the low-density commercial and residential areas. <br /> Motion by Faust, second by Madden to indicate to the City Council that the proposed <br /> 22 TIF and redevelopment plan at 3901/3909 Silver Lake Road is viable and will <br /> 23 enhance the value to St. Anthony. <br /> 24 <br /> 25 B. Concept Review -- 3901/3909 Silver Lake Road <br /> 26 <br /> 27 Management Assistant Urbia explained the proposal for four additional parking <br /> 28 spaces. This proposal would require,a variance of ten feet from the requirement of <br /> 29 a parking lot in a commercial area to be at least twenty feet from a residential area. <br /> 30 Urbia said the advantage could be additional parking and less visibility of the <br /> 31 refuse/recycling area. A disadvantage is the ability to prove hardship and commercial <br /> 32 area encroachment. <br /> 33 <br /> 34 Mr. Vogel explained the reason his client desired a concept review. They wished to <br /> 35 "test the waters to see if the proposal would be feasible. Mr. Vogel discussed the <br /> 36 advantages of the four additional parking spaces and the hiding of the <br /> 37 refuse/recycling area. <br /> 38 <br /> 39 Commissioners Thompson and Franzese believe that a variance could be granted, as <br /> 40 the additional parking and reconfiguration of the refuse/recycling area would be <br /> 41 beneficial. Commissioners Faust, Madden, and Gondorchin believe that they could <br /> not grant a variance, as they do not see hardship and the proposal would encroach <br />
