i REGULAR COUNCIL MEETING <br /> 2 14ARCH 23 , 1993 <br /> 3 PAGE 8 <br /> 4 <br /> 0 Mayor Don Fraser shared his views of solving problems of <br /> 7 poverty , the current welfare system and youth preparation for <br /> 8 the future . <br /> 9 <br /> 10 The workshop on the North .American Free Trade Agreement was <br /> li chaired by Larry Bakken , the President of the Minnesota League <br /> 12 of Cities .. Loss of employment opportunities and capital costs <br /> 13 were two concerns of participants discussed at this workshop. <br /> 14 <br /> 15 Councilmember Marks has attended three functions of the <br /> 16 National League of Cities where presidents addressed the <br /> 17 delegates . He felt no other president had inspired the <br /> 18 delegates as much as President Clinton . He presented his <br /> 19 economic plans and made his comments without the benefits of <br /> 20 notes . It was also noted that the NLC Board of Directors have <br /> 21 endorsed the President ' s plan . Councilmember Marks did not <br /> 22 recall this having been done for any other president . <br /> 23 <br /> 24 <br /> 25 D. Report of Councilmember Enrooth <br /> 26 <br /> 27 The Village Fest Committee held a meeting on March 22nd and <br /> 28 twenty-two people attended . There was a report from all <br /> 29 committees and their status . <br /> 30 <br /> 31 Councilmember Enrooth noted there was some questions regarding <br /> 32 the City ' s participation on the Village Fest . <br /> 33 <br /> 34 <br /> 35 E. Report of Mayor Ranallo <br /> 36 <br /> 37 The Mayor also addressed the third grade class to which <br /> 38 Councilmember Fleming had referred . He was questioned about <br /> 39 potholes and licenses for sale of cigarettes . <br /> 40 <br /> 41 Mayor Ranallo felt the goalsetting session was very <br /> 42 beneficial . He did suggest that perhaps it could start earlier <br /> 43 on the first day as there was considerable materials to cover . <br /> 44 <br /> 45 <br /> 46 B.
