City Council Regular Meeting Minutes <br /> April 25, 1995 <br /> • Page 7 <br /> 1 Develop a consensus within the Planning Commission to meet for more than two hours <br /> 2 per month, and (#3) To determine planning issues the Commission can take an active role <br /> 3 in. Bergstrom reported he has had conversation with members of the Metropolitan <br /> 4 Council in regards to specific associated local government mandates. He indicated one of <br /> 5 these issues is that the Metropolitan Council is directing all metropolitan communities to <br /> 6 redo their Comprehensive Plan if it is more than five years old. He indicated he felt this <br /> 7 was something the Planning Commission should do. Bergstrom related there was a sense <br /> 8 of community spirit in St.Anthony. The fact that St. Anthony is self-contained in terms <br /> 9 of School District, City Government and Police Department holds a value to people in the <br /> 10 community. He suggested a town meeting or a public hearing be held in conjunction <br /> 11 with St. Anthony's 50th anniversary celebration, entitled "The Next 50 Years". The <br /> 12 purpose of this meeting would be to solicit input from the City Council and residents, as <br /> 13 to what is important to them and-why they live.in St. Anthony. <br /> 14 Ranallo suggested the Planning Commission look at some of the properties in need of <br /> 15 redevelopment, such as the Clark Station property. <br /> 16 Morrison reported the Planning Commission was intending to hold a work session. He <br /> 17 indicated staff is putting together a report of the duties of Planning Commissioners in <br /> OP9 other cities. The Planning Commission would then develop a job description and present <br /> it to the City Council. <br /> 20 Ranallo indicated the Planning Commission was the body for residents to address with <br /> 21 preliminary plans. If there were difficulties,they should be worked out at the Planning <br /> 22 Commission level, before the proposals come before the City Council. He suggested the <br /> 23 Planning Commission members do more research. He also indicated an update of the <br /> 24 Comprehensive Plan was long overdue but could not be accomplished in two meetings <br /> 25 per month. <br /> 26 Marks indicated the Planning Commission was a form of enforcement for the City to <br /> 27 interpret variances and ordinances. He applauded Chair Bergstrom and the other <br /> 28 members of the Commission for showing interest in the planning issues. He stated he felt <br /> 29 there were parts of the Comprehensive Plan which needed to be addressed. He indicated <br /> 30 his support for the idea of the town meeting to get input from the city. <br /> 31 Ranallo stated it was a big job to look at all the properties which needed to be addressed. <br /> 32 - He stated the Comprehensive Plan was the best place to start, as it was 16 years old. He <br /> 33 suggested the Commission study the Comprehensive Plan and work with the City <br /> 34 Manager. <br /> 05 Bergstrom indicated he would like to have a City Council Liaison to attend the Planning <br /> 6 Commission work sessions and give their input. <br />
