Parking Area: <br /> 2 reconfigure parking area; Play Area: remove and replace bituminous basketball surface and <br /> 3 reconfigure into regulation size half court, remove old play equipment and replace with new <br /> 4 equipment which includes handicap-useable features, install sidewalk to act as a containment <br /> 5 for pea gravel play surface, and installation of handicap accessible surfacing; Park <br /> 6 Furnishings: replace existing benches, replace litter receptacles with more colorful units with <br /> 7 self-closing lids, and coordinate new furnishings in all parks. <br /> 8 Mr. Kost noted some of these improvements were very costly, such as new play equipment, <br /> 9 which could run between $25,000 and $60,000 for the larger units. Other repairs are more <br /> 10 reasonable such as the bituminous basketball surface at Silver Point Park which is currently <br /> 11 being redone by the St. Anthony Public Works Department. He reported the total proposed <br /> 12 improvements would cost approximately $100,000 to $150,000. <br /> 13 Councilmember Faust asked if the play equipment could be installed by volunteers with the <br /> 14 guidance of a supervisor and if the equipment could be installed in phases. - <br /> 15 Mr. Kost stated this type of equipment required professional installation. The equipment <br /> 16 could be purchased and installed in phases. <br /> 4P IV. COMMENTS AND QUESTIONS FROM THE PUBLIC. <br /> Marilyn Eberlein, 3524 Skycroft Drive, stated she lived directly across from the north <br /> 19 entrance of Central Park. She asked if the City would provide covered trash containers, posts <br /> 20 for a net in the volleyball area, and benches in the park. She questioned if the proposed <br /> 21 ballfields would be located too close to her home and if the proposed Community Center play <br /> 22 area would be self-contained. She stated she did not feel the play area should be exclusive. <br /> 23 Mr. Kost noted covered trash containers would be provided, the ballfields would be located a <br /> 24 safe distance from Ms. Eberlein's home and the play area would be fenced but would be <br /> 25 accessible to the public. <br /> 26 Anthony Kaczor, 3008-33rd Avenue NE, requested that the turnaround in the parking area on <br /> 27 33rd Avenue be retained. He stated locating the play area by the tennis courts would allow <br /> 28 more accessibility and expressed concern for the mature trees on the site. Mr. Kaczor <br /> 29 indicated his support for Alternative A2 and stated he would be willing to be a member of an <br /> 30 ad hoc committee to address the park issues. <br /> 31 Jane Hintz, 3503 Maplewood Drive, suggested the City address the basics such as <br /> 32 maintenance of the existing parks before pursuing improvements and additions. She requested <br /> 33 repair of the toilets, water fountains, and picnic tables and benches. She stated the tot lot in <br /> 34 the proposal was not large enough. She suggested the City remove the existing hazardous or <br /> non-working equipment such as the slide at Silver Point Park and the swings at Wilshire Park <br /> and add more usable safe equipment to the parks. <br />
