Public Information on City Parks Meeting Minutes
June 2, 1997 -
Page 5
1 Kathy Knapp, Community Services Director for the St. Anthony/New Brighton Public
2 Schools, asked if it would be possible to light one ballfield and retain the multi-use of the
3 fields.
4 Mr. Kost stated it may be possible to light one field with the reconfiguration illustrated in
5 Alternative B but it would reduce the multi-use of the field. Although this would extend the
6 hours of the field, it would cost between $50,000 to $100,000 per field.
7 Ms. Knapp expressed her concern for safety with Alternative A as there would be one hour
8 during the day when youth and children would both be playing in such close proximity. She
9 noted 4,500 square feet of play area is not the minimum or maximum required by Community
10 Services. 4,500 square feet would accommodate 15 children along with Community Services
11 children. She questioned if Nativity was planning to utilize the play area. She questioned if
12 the area between the tennis courts and Silver Lake Road would be too sloped to contain the
13 play area.
14 Mayor Ranallo indicated Council had discussed that location for the play area but felt it
15 would not be a good location due to the automobile fumes.
Sam Icunto, Coordinator of the Adult Softball Program, stated the City is unable to offer
10 Industrial Softball Leagues due to the lack of ballfields. He encouraged the City to create the
safest atmosphere for players and fans and noted lit fields would increase the playing time.
19 Carol ??, Child Development Coordinator, stated that although the smaller play area would
20 fulfill the needs of Community Services she would prefer a 28,000 to 30,000 square feet play
21 area. She suggested the play area be located between the tennis courts and Silver Lake Road
22 and be fenced.
23 Councilmember Faust asked what amount of square footage was required to be provided by
24 law for Community Services.
25 Ms. Knapp stated that 75 square feet was required per child. There are 45 children in the
26 program so 3,375 square feet is required for Community Services.
27 Douglas Koehntop, 3408 Skycroft Drive, stated his yard faces the back of the new
28 Community Center. He reported he had previously sent a letter to the City requesting that
29 they landscape the rear portion of the building. He noted that he had the same concern with
30 landscaping for the parks. He stated trees are aesthetically pleasing and also offer shade to
31 help people enjoy the parks. He also stated that he hoped the tennis courts would be built on
32 a firm foundation so the grade does not readjust with the frost line each year.
David Gordhamer, 3221 Skycroft Drive, stated he was pleased to see the fabulous turnout and
felt establishment of a park commission was a good idea. He noted there were many young
5 families in the community who would volunteer.
