Damages caused by the flood to structure ( interior and <br /> external ) , equipment, furnishings & fixtures , and personal property not <br /> replaced or repaired will be included as an eligible expense only as to its <br /> marketable value as of July 1 , 1997 . Funding received from sources , such as <br /> rEMA grants and insurance settlements , would be deducted from the eligible <br /> e_*ses . <br /> 3 . Home buyouts. The city will purchase five homes. These home owners <br /> would be contacted by the city officials with an offer to purchase their <br /> property at the taxable market value at July 1 , 1997 . If a property owner <br /> refuses they would be required to sign a statement noting their intention <br /> and waiving any future liability of the city . The five homes will be <br /> prioritized as to the amount of damage caused by flood water only , the <br /> number of instances these homes have been flooded , and their location in <br /> which they could provide water control solutions for other homes .
