5. How should these recommendations be funded? Bonding, general funds, <br /> donations, user fees, etc.? <br /> Funding sources would be varied and include grass-root fundraising,as well as monies from • <br /> grants, user fees, flood relief,city, school, state aid and perhaps allocating budget surplus (ex. <br /> savings from plowing). Neighborhood groups, service organizations, school classes, families, <br /> individuals, governmental,private-and corporate contributions of money,time,expertise, <br /> structures (ex: benches),landscaping materials and"sweat equity"would be sought wherever and <br /> whenever practical. <br /> 6. Since Central Park is half school and half City, who and how should the parks <br /> be administered? Should there be a Parks Commission, and if so how should it <br /> be structured? <br /> The Task Force unanimously moved that a Parks Commission be established. Members of the <br /> Parks Commission should be made up of citizens who would serve as an advisory board to the city <br /> council and staff. The Parks Commission would keep the spirit that has been established with the <br /> School District. <br /> Task Force recommendations for the formation,structure,responsibilities and mission of a Parks <br /> Commission are presented in a separate document. <br /> 7. What policies should be put. in place to insure that they provide maximum <br /> benefit to all of St. Anthony? These policies would be additions or changes to • <br /> current City ordinances. <br /> A complete review of the current city and park ordinances should be made by the Parks <br /> Commission before addressing this item. <br /> 8. Other concerns that the Task Force may have for the Council. <br /> *The City Council must move forward immediately with the establishment of a Parks Commission. <br /> Initially,there would be a briefing of the current Parks Task Force(at least in part)and the newly- <br /> appointed Parks Commission to provide continuity of ideas that have been produced by the <br /> diversity of the Task Force. <br /> -There are many changes occurring in the city that affect how our parks are to be developed. <br /> Coordination of efforts is imperative for well-planned and executed comprehensive city and park <br /> plans. <br /> *Funding to preserve and insure for park,improvements,maintenance of existing equipment and <br /> facilities,as well as acquisition of new parks and pathways will be necessary to bring our <br /> community up to minimum recommended standards as set forth in the St.Anthony Comprehensive <br /> Plan. <br /> [Drafted by David Gordhamer and Andrea Lee Lambrecht,Park Task Force,March 19981 • <br /> Page 2 of 2 <br />
