MEMORANDUM <br /> DATE: March 10, 2000 <br /> TO: Richard Engstrom, Chief of Police <br /> FROM: Kim Dulz <br /> SUBJECT: CRIMINAL HISTORY CHECKS <br /> A criminal history background check, through the Bureau of Criminal Apprehension, <br /> may be conducted in one of two ways: <br /> 1. Submitting an informed consent to the BCA with a check for $8.00. This <br /> fee will be increased as of April 1, 2000. <br /> 2. Having a City Ordinance that allows criminal history checks on <br /> . employment applicants. <br /> After checking, the City of St. Anthony does not have an ordinance allowing for criminal <br /> history checks of employment applicants for the city. I contacted area cities and received <br /> the following information. <br /> Attached are copies of ordinances received from the cities of Roseville, Fridley, and . <br /> Blaine. <br /> After a review of these ordinances, I would recommend the Blaine ordinance be used as a <br /> model policy. In the first paragraph after.... contained in the Minnesota Criminal Justice <br /> Information System... I would add"and the Bureau of Criminal Apprehension." The <br /> only reason I would recommend this is because, on the informed consent, the BCA <br /> requires that it be stated the information will be obtained from the BCA. <br /> Also attached, for your information, is a copy of Blaine's policy on conducting <br /> background checks for coaches. I don't know if we have an ordinance similar to this, but <br /> I think it would definitely be something positive for the safety of children participating in <br /> various events.sponsored by Community Services. <br /> Note: Without fingerprint cards, and informed consents, being submitted to the BCA, <br /> records check will only advise of Minnesota conviction records. The reason for this is <br /> . every state has its own Data Practices Laws regarding what can be released and for what <br /> reason the information may be released. <br />
