The stated purpose of the District is to regulate development in those areas which have <br /> "significant natural amenities, such as trees, terrain, and water resources, and to regulate development <br /> for recreational purposes and areas which have significant public or private recreational potential." <br /> The permitted uses in the District are as follows: <br /> (a) Outdoor or indoor recreational facilities and their supporting structures operated by a <br /> governmental agency, a private, nonprofit service organization or conservation group, <br /> including but not limited to lodges, kitchens, dining halls and supporting restaurants, <br /> dormitories and golf courses. <br /> (b) Trails and pathways for pedestrians and non-motorized means of transit. <br /> (c) Cemeteries. <br /> (d) Schools and government buildings. <br /> Section 1645.04 sets forth some of the accessory uses, such as athletic fields, craft or art <br /> buildings, maintenance buildings, etc. <br /> Thus, the effect of the moratorium expiring would be to revert to the existing zoning, which <br /> permits just those uses described above. Any other uses would require rezoning. No conditional use <br /> permits are provided for in this District. <br /> You have in the past conducted various studies and meetings pertaining to the possible rezoning <br /> of this property and have considered various uses which would be appropriate for the property. If you <br /> are going to continue those studies,you can extend the moratorium as described above. To further <br /> focus and refine the previous studies, I would recommend that you retain a planner, in the same manner <br /> as you have done with regard to the proposed Apache Plaza redevelopment, for purposes of <br /> conducting these additional studies. The ordinance currently in effect makes reference to studies for the <br /> purposes of considering amendment of your comprehensive plan, zoning ordinances and subdivision <br /> ordinances as they relate to this property.
