CITY OF ST. ANTHONY <br /> ORDINANCE 1999-003 <br /> AN ORDINANCE RELATING TO A MORATORIUM ON CHANGES <br /> IN THE USE OF THE PROPERTY KNOWN AS THE SALVATION <br /> ARMY.CAMP PROPERTY, AND ON THE ISSUANCE OF ANY NEW <br /> BUILDING PERMITS OR OTHER PERMITS FOR SUCH PROPERTY; <br /> AMENDING SECTION 1330.01 AND SECTION 1330.04, SUBD. 1 <br /> OF THE ST. ANTHONY CITY CODE <br /> The City Council of the City of St. Anthony, Minnesota, ordains: <br /> Section 1. Section 1330.01 of the City Code is hereby amended to read in full as follows: <br /> 1330.01 PuMose. Pursuant to applicable Minnesota Statutes and pursuant to <br /> authority and direction from the Council,the City will be conducting studies for <br /> the purpose of considering amendment of its official controls, as defined in <br /> Minnesota Statutes, Section 462.352, Subd. 15, to address the potential future use <br /> or uses of the property in the City known as the Salvation Army Camp property. <br /> The studies will consider what amendments of the City's Comprehensive Plan and <br /> Zoning Ordinances may be appropriate to address the potential future use or uses <br /> of the Salvation Army Camp property. It is possible that while amendments and <br /> new official controls are being considered by the City,proposals and applications <br /> could be made with respect to such property for rezoning, conditional use permits, <br /> or permits for construction of buildings. Therefore, in order to protect the <br /> planning process and the health, safety and welfare of the citizens of the City of <br /> St. Anthony, it is necessary and desirable to impose the moratorium set forth in <br /> Section 1330.04 pursuant to the authority granted by Minnesota Statutes, Section <br /> 462.355, Subd. 4. <br /> Section 2. Section 1330.04, Subd. 1 of the City Code is hereby amended to read in full as <br /> follows: <br /> Subd. 1. Applications for Rezoning or Permits. For a period of one year from the <br /> effective date of this Ordinance (subject to earlier termination or extension by the <br /> City Council) the City Council, Planning Commission, Building Official, Board <br /> of Adjustments and Appeals, and City staff of the City of St. Anthony shall not <br /> grant any permits or rezoning or other authorization for changes in use, or accept <br /> any applications or requests for changes in the use, for the property in the City <br /> known as the Salvation Army Camp property, or for the construction of any <br /> building, or addition to or alteration of any building, on said property, except as <br /> provided in Subd. 2 of this Section. <br />
